        Since the foreign policy domain deals whit adjustments of actor’s foreign relations, so it implies differences to domestic policy. That is why many analysts consider the appropriateness of this area of policy as uncertainty. As ninth and tenth governments coming to power,  the dominant discourse of Iranian foreign policy shifted from Islamic democratic peace to justice policy. The features of this new discourse included;  to question the norms of international discourse, adopting an aggressive approach toward the west and challenging  great power politics, revising Iran’s policy based on  the priority of expansion the relations with nations and movements. The authors focused on identification of possible causes of this change in the international and internal environment based on the theory of James Roseau.  Applying these theories, this article tries to analyze the international operating environment and individual factors (thoughts of Mahmud Ahmadinejad) with this conviction that these factors are more important than other factors (the role of government and society).         This study investigates the relationship between the effects of new developments in the Arab world between 2010 and 2015 on Persian Gulf oil.  The relationship between these two variables is studied within the framework of hegemonic stability theory.  The results are based on the facts that until the crisis are not engaged with the most oil-producing countries; do not expect the impact of the new political developments on the oil.On the other hand, since the politicians in the United States Persian Gulf oil as a material element of the hegemonic power of the US is crucial.West's efforts for preservation of oil exporters, West opposition by economic self-interest RussiaPolitical changes in the Middle East alongside a series of national and regional characteristics, such as  Inflexible structures to support economic stability in the Middle East countries of Saudi traditional oil flow of energy security,  The expected impact of the recent crisis on Persian Gulf oil has reduced significantly.However, in the medium term, it can be reduced to issues such as oil prices, Increasing oil production, the importance of alternative fuels and increasing the risk of investment in oil projects noted. The convergence between Turkey and Qatar in different regional issues including Palestine has the potential for studying in terms of Muslim Brotherhood movement. The main question in this article is what role has Turkey and Qaza played in support of Palestine resistance in Qaza recent war?         As long as organizations strive for survival and regard themselves to meet the needs of participation in national and international arena, they should take principle of continuous improvement as important guidance for their activities.  This principle cannot be reached, unless the context of achieving it would be improved through adjustment of performance management. This could be established by getting necessity feedback from the internal and external environment,analysis of strengths and weaknesses, the opportunities and threats of the organization, accountability and customer satisfaction, creation and application of the performance appraisal system with appropriate pattern. Performance appraisal system with appropriate model contributes to flexibility of the plans, goals and missions of organizations in a modern dynamic environment.The evaluation and assessment of performance and its development requires culture building and promotion of organizational culture.  In the past two decades, organizational performance management has become a significant and interesting issue.         This article is intended to answer this question that American foreign policy tactics toward recent developments in the Middle East are designed on what basis? This paper uses the theoretical framework of realism as the analytical basis to survey the American foreign policy tactics in Middle East region. Indeed American foreign policy tactics in Middle East region are related to objective topics that could be a threat to US national interest in Middle East. American government for countering these threats including;  A-  threat of energy stream security B- threat of stability of regional deposited states C- threat of Israel security and interest D- increasing  of  Iran regional power has used several tactics.
