Identifying the dimensions and components affecting policymaking in the health system

Abstract :
Health system policy-making is one of the important issues of concern to policymakers and health managers. This study was conducted with the aim of identifying the factors affecting policy-making in the Iranian health system. The present study is an applied and qualitative study. After reviewing the theoretical foundations and previous research, and using the exploratory factor analysis method, the factors affecting health system policy-making were identified and categorized. Then, using the fuzzy Delphi method and seeking opinions from academic and executive experts who were selected on a purposeful basis, the most important of these factors were extracted. Excel and Spss version 22 software were used to analyze the data. After holding two Delphi sessions, a final agreement was reached on the components, and the most important dimensions and components affecting policy-making in the Iranian health system were identified in 5 dimensions and 54 components, including "social, cultural, economic, technological, and international factors," "international, legal, and human relations," "management and leadership, policy content regulation, implementers, and supervision," "organizational structure, policy quality, and environment," and "resource allocation, information dissemination, style, and method of implementation." Social, cultural, economic, technological, and international factors accounted for the largest share of explaining changes, accounting for 17.51 percent.
