Identifying and validating human resource competencies in Generation Z at the headquarters of the Ministry of Science, Research and Technology

Abstract :
This study was designed and implemented with the aim of identifying and validating the human resource competencies related to Generation Z at the Ministry of Science, Research and Technology Headquarters. The research method is a mixed (qualitative-quantitative) method that was carried out in two stages. In the qualitative stage, the statistical population included managers and senior advisors at the Ministry of Science, Research and Technology Headquarters, who were selected purposefully and judiciously. Sampling in this section was carried out using the snowball method to identify individuals with the most knowledge and experience in this field. The sample size was determined based on the principle of theoretical saturation. In the quantitative stage, the statistical population included managers, faculty members, and staff at the Ministry of Science Headquarters, and the sample size was determined using the Cochran formula to be 384 people. In this section, data were collected through a five-point Likert questionnaire. Qualitative data were analyzed using inductive content analysis and open and axial coding. In the quantitative part, the data were analyzed using descriptive and inferential statistical methods, including confirmatory factor analysis and valid tests. The results of this study identified the key human resource competencies required for Generation Z and specifically addressed the needs for innovation, communication skills, use of technology, cultural awareness, emotional intelligence, and continuous learning. The results of this study can contribute significantly to human resource policies and planning in the Ministry of Science, Research, and Technology.
