A Qualitative Analysis of the Challenges Faced by Local Institutions in Managing Social Resources toward the Realization of a People-Based Economy

Abstract :
present study has been conducted with the aim of qualitatively analyzing the challenges of local institutions in managing social resources in line with the realization of a people-based economy. This study, using a qualitative approach and employing the thematic analysis method, deeply examines various dimensions of these challenges.The research population included members of Islamic councils of cities and villages, rural municipalities (dehyaries), non-governmental organizations, local cooperatives, and volunteer community groups. Sampling was conducted purposefully and through the snowball method, and a total of 22 individuals were selected as research participants. Research data were collected through semi-structured interviews and analyzed using a three-stage coding strategy consisting of open coding, axial coding, and selective coding. To assess the validity of the findings, Guba and Lincoln’s criteria—including credibility, dependability, transferability, and confirmability—were used, and Cohen’s Kappa coefficient was employed to evaluate inter-coder reliability. The findings of the study showed that during the data analysis process, a total of 523 basic themes were identified, which, after refinement and aggregation, were categorized into 25 organizing themes. Finally, these themes were merged into five overarching themes: weak human capacity, lack of sustainable financial resources, weak social capital, institutional overlap and redundancy, and centralized decision-making. These five overarching themes provide a coherent framework of the most significant challenges facing local institutions in managing social resources, each of which, through a set of main and sub-components, explains the hidden and systemic layers of these challenges. The conclusion of this study indicates that the realization of a people-based economy requires a revision of macro-level policymaking, strengthening of the human and financial structures of local institutions, enhancement of social capital, and the establishment of a coordinated and decentralized system for the management of social resources.
