شناسایی موانع دوسوتوانی سازمانی در ادارات آموزش و پرورش: یک مطالعه کیفی با رویکرد تحلیل مضمون

ملخص المقالة :
پژوهش حاضر با هدف شناسایی موانع دوسوتوانی سازمانی در ادارات آموزشوپرورش انجام شده است. این پژوهش از نظر هدف کاربردی و به لحاظ روش رویکرد کیفی است. برای جمعآوری دادهها با استفاده از روش نمونهگیری هدفمند با 15 نفر از مدیران و کارشناسان آموزشوپرورش و نیز خبرگان دانشگاهی با رویکرد اشباع نظری مصاحبه نیمه ساختاریافته انجام گرفته و دادهها با روش تحلیل مضمون تحلیل شده است. برای اطمینان از اعتبار و قابلیت اعتماد تحقیق، از تکنیکهای مختلفی نظیر «دور کردن محقق از دادهها»، «استفاده از نظرات سایر پژوهشگران» و «چک کردن، بازبینی و تائید اعضای گروه تحقیق» استفاده شد. یافتهها نشان میدهد که موانع دوسوتوانی سازمانی در چهار دسته کلی شامل؛ موانع فردی (مشکلات شخصی و حرفهای مدیران، عدم توانایی در تصمیمگیری و ریسکپذیری)، موانع سازمانی (ساختار سازمانی پیچیده، کمبود منابع مالی و انسانی) و موانع فرهنگی (مقاومت فرهنگی به تغییر، ناتوانی در برقراری ارتباط مؤثر) و موانع سیاسی و قانونی (قوانین دست و پاگیر و محدودکننده، عدم هماهنگی بین سیاستهای مختلف نهادها) طبقهبندی میشوند. نتایج این پژوهش میتواند به سیاستگذاران آموزشی در طراحی مداخلات مؤثر جهت ارتقای قابلیت دوسوتوانی سازمانی کمک کند.
