چکیده مقاله :
سازمانهای دولتی ایران امروزه با چالشهای متعدد و پیچیدهای در حوزه مدیریت و رهبری روبرو هستند. این چالشها شامل کاهش بهرهوری، عدم انگیزه کارکنان، مقاومت در برابر تغییر و نوآوری، و ضعف در کار تیمی میباشد که نیازمند رویکردهای نوین مدیریتی است. در این راستا، پژوهش حاضر با هدف طراحی و تبیین مدل پویای رهبری تسهیمی و بررسی تأثیر آن بر توسعه قابلیتهای تیمی در سازمانهای دولتی ایران انجام شده است. این مطالعه با بهرهگیری از رویکرد کمی و روش پیمایشی صورت گرفته است. جامعه آماری پژوهش شامل مدیران و کارکنان سازمانهای دولتی استان کردستان بوده که با استفاده از روش نمونهگیری تصادفی طبقهای و بر اساس فرمول کوکران، تعداد 384 نفر به عنوان نمونه انتخاب شدند. برای سنجش روایی پرسشنامه از روشهای روایی سازه و تحلیل عاملی تأییدی استفاده شد و پایایی آن نیز با استفاده از ضریب آلفای کرونباخ مورد تأیید قرار گرفت. تجزیه و تحلیل دادهها و آزمون فرضیهها با استفاده از روش مدلسازی معادلات ساختاری به روش PLS انجام شد. نتایج پژوهش نشان داد که رهبری تسهیمی تأثیر مثبت و معناداری بر توسعه قابلیتهای تیمی دارد. به طور خاص، این سبک رهبری موجب افزایش خلاقیت و نوآوری تیمی)0.72 (β=، بهبود اشتراکگذاری دانش و یادگیری تیمی )0.68 (β=و ارتقای عملکرد تیم )0.65 (β=میشود. این یافتهها نشان میدهد که رهبری تسهیمی میتواند به عنوان یک رویکرد مؤثر در بهبود عملکرد تیمی و سازمانی در بخش دولتی ایران مورد استفاده قرار گیرد.
Iranian government organizations are currently grappling with a myriad of complex management and leadership challenges. These challenges include declining productivity, low employee motivation, resistance to change and innovation, and weak teamwork, necessitating novel management approaches. This study aims to design and elucidate a dynamic model of shared leadership and examine its impact on the development of team capabilities within Iranian government organizations.
Employing a quantitative approach and a survey methodology, this research was conducted. The study population comprised managers and employees of government organizations in Kurdistan Province. Using stratified random sampling and Cochran's formula, a sample of 384 individuals was selected. Construct validity and confirmatory factor analysis were used to assess the questionnaire's validity, while Cronbach's alpha coefficient confirmed its reliability. Data analysis and hypothesis testing were performed using the partial least squares structural equation modeling (PLS-SEM) method.
Research findings revealed a significant positive impact of shared leadership on the development of team capabilities. Specifically, this leadership style led to increased team creativity and innovation (β = 0.72), improved knowledge sharing and team learning (β = 0.68), and enhanced team performance (β = 0.65). These results indicate that shared leadership can serve as an effective approach to enhance team and organizational performance in Iran's public sector. It is recommended that government organizations implement and develop shared leadership to foster greater employee participation in decision-making and improve organizational performance.
