Abstract Heart patients displays several symptoms and it is hard to point them. Data envelopment analysis (DEA) provides a comparative efficiency degree for each decision-making units (DMUs) with several inputs and outputs. Evaluating of hospitals is one of the major applications in DEA. In this study, a comparison of additive model with standard input oriented and output oriented Malmquist productivity index (MPI) are used. The MPI is calculated to measure productivity growth relative to a reference technology. Two primary subjects are addressed in computation of MPI growth. What are generally referred to as a “catching-up” effect or technical efficiency change (TEC) and a “frontier shift” effect or technological change (TC). The data covers a six-year span from 2011 to 2016 for 15 local heart hospitals. Two inputs, one intermediate element and two outputs are chosen in two-stage model and these factors reflect the main function of hospitals. Conversion of two-stage to single-stage model is introduced. This model is proposed to fix the efficiency of a two-stage process, and avoid the dependence to various weights. Finally, the results indicated that geometry average of MPI in input oriented pure technical efficiency (PTE) in the tenth Hospital (2.1517) is introduced as the highest performance hospital with highest productivity growth. Conventional data envelopment analysis (DEA) assists decision makers in distinguishing between efficient and inefficient decision making units (DMUs) in a homogeneous group. However, DEA does not provide more information about the efficient DMUs. One of the interesting research subjects is to discriminate between efficient DMUs. The aim of this paper is ranking all efficient (extreme and non-extreme) DMUs based on defining the new index which is obtained from basic definitions of models. The proposed method has been able to remove the existing deficiencies in some ranking methods and therefore makes a new contribution to DEA ranking. Manuscript profile

Efficiency and evaluation is one of the main and most important demands of organizations, companies and institutions. As these organizations deal with a large amount of data, therefore, it is necessary to evaluate them on the basis of scientific methods to improve their efficiency. Data envelopment analysis is a suitable method for measuring the efficiency and performance of organizations. This paper has been conducted to evaluate the performance and efficiency of decision making units. First, using the data envelopment analysis, the BCC output oriented model, these units are ranked and the shortcoming of the model in terms of efficacy measurement and separation are determined. Then, to overcome such problems, a combined method of data envelopment analysis; the BCC output oriented model and artificial neural network are used to evaluate the efficiency of these units and finally the results of the two models are compared.Given the efficiency obtained with the BCC output oriented method, it was observed that the amount of efficiency for some units which leads for these units not to be ranked but using the proposed NEURO-DEA method, no two units have the same efficiency and given the obtained efficiency, these units can be evaluated and ranked. This paper uses data envelopment analysis (DEA) to examine the technical, pure technical, and scale efficiencies of 12 branches of the agricultural bank in Guilan province, Iran over the period of 2012-2016. The first results indicated that scale inefficiency contributed more to overall technical inefficiency than pure technical inefficiency over the studied period. Results of return to scale reveal that decreasing return to scale is the main form of scale inefficiency. Then, overall technical efficiency scores obtained from DEA was regressed over four factors determining bank efficiency (including bank size, profitability, capital adequacy, and liquidity) by the Tobit method. These four variables influenced efficiency differently. Branch size showed a negative, insignificant relationship with technical efficiency. So, it had no impact on efficiency. Profitability was the main parameter in branch efficiency following by liquidity. Profitability and liquidity influenced efficiency positively and significantly. In other words, larger and more profitable branches have higher technical efficiency. Manuscript profile

In today's competitive world, many manufacturing and service firms, including banks, have been forced to use new managerial approaches, and methods for assessing organizational performance. The Data Envelopment Analysis (DEA) approach is one of these approaches, which has been used to evaluate the performance of organizations since 1978. The purpose of this research is to use the technology super-efficiency in measuring the efficiency of bank branches (Case Study: Melli Bank of Gilan Province). In this research, the input-vector model of data envelopment analysis, in the form of constant return-to-equilibrium, and Anderson-Pearson (AP) superclass, have been used to measure the efficiency of branches 1, 2 and 3 degrees in the Melli Bank of Gilan Province, in 2015. In summary, the results showed that the average of the efficiency score of the surveyed branches in 2015 is 0.75. The grade of a branch of Golsar, Rasht, was introduced as the most efficient case, and Kish Shahr Bandar was introduced as the most inefficient branch, due to a score of 0.8, lower than the average of the total number of branches. The results showed that the most important factor in the weakness of cost management in inefficient branches is the cost of advertising and marketing, and the most weakness in the planning of the field of staff training of the inefficient branches. Football is one of the most popular and exciting sports fields throughout the world. Today, in addition to the result, the number of goals and points, attraction and quality of the played matches are important for club management staff, coaching staff, the players and especially the fans. Beside number of goals, there are different criteria such as successful passes, attacks, defenses, tackles and etc. can determine the quality of matches. Therefore, in this survey, researchers consider the quality of World Cup 2014 football matches. For this purpose, after the review on research literature, the quality criteria of football matches are determined. Afterward, related data of each criterion are extracted. Then, the DEA common weight analysis (DEA-CWA) is used in order to evaluate and rank the quality of competitions. Results show that the match between the national teams of Argentina and Nigeria was elected as the highest-quality match in Brazil's 2014 World Cup first round. Manuscript profile

Traffic flow systems are nonlinear and uncertain, so it is very difficult to find their optimal points. In traditional traffic control systems, the traffic lights of crossings change in a fixed time period that is not optimal. On the other hand, most proposed systems are sufficiently capable of coping with the uncertainties of traffic flow. To solve this problem, there is a need to develop expert systems that can manage the traffic flow of intersections in terms of its actual conditions in a normal and emergency situation. This paper introduces an optimal dynamic and smart eight-phase traffic light control system using fuzzy controllers in which the capability of fuzzy systems with human-like decision-making process is exploited. This algorithm reduces the waiting time of the vehicles in intersection queues and in traffic congestion by the strategy of optimal green light durations and dynamic phasing based on the lanes with heavier traffic and the critical conditions like the entrance of emergency vehicles into the intersection. At the same time, it keeps the simplicity and avoids computational complexity. This method is simulated for an isolated intersection based on the traffic feature and the random data input rate to determine the dynamic timing of the traffic light and optimal phases with the smart fuzzy method using MATLAB Software Package (Matlab, 2013). This approach assessed the proposed method of intersection traffic control in terms of efficiency and traffic density against the constant-timing system and four-phase system proposed by some researchers. The results show that the proposed method can be effective in improving intersection traffic control systems. Manuscript profile
