چکیده با روی کار آمدن حزب عدالت و توسعه در سال 2002، ترکیه تصمیمات و اقدامات متفاوت و بعضاً متناقضی را در سیاست‌های داخلی و خارجی خود دنبال کرده است. هدف از این نوشتار، بررسی این جهت‌گیری‌ها بر اساس تحولات فکری رهبران حزب عدالت و توسعه بوده است. از این رو، این مقاله بر آن است تا با تکیه بر چارچوب ساختاریابی به این پرسش‌ها پاسخ دهد که اصولاً جهت‌گیری‌های رهبران ترکیه در حوزه‌های راهبردی؛ همچون: رابطه دین و سیاست، دموکراسی، اقتصاد و نوعثمانی‌گری متأثر از چه عواملی است؟ و چه تأثیری بر تصمیمات امروزی ترکیه دارد؟ فرضیه مقاله بر این اصل استوار است که حزب عدالت و توسعه، به‌دنبال حفظ قدرت و به‌دست آوردن منفعت با چاشنی هویتی در سیاست داخلی و خارجی است. بنابراین، از منظر این نوشتار، تأثیر متقابل ساختار و کارگزار در سیر تحولات ترکیه سبب ایجاد رویکردی منفعتی و هویتی در رهبران حزب عدالت و توسعه شده است. این رویکرد با زیربنای اقتصادی، از سویی بر گسترش الگوی ترکیه نظر دارد و از سوی دیگر، بر روابط دوسویه غرب و شرق (جهان اسلام)؛ تا از این وادی با درک شرایط زمانی و مکانی بتوانند همچنان سکان هدایت ترکیه را در دست داشته باشند.
Abstract: With the coming into power of the Justice and Development Party in 2002, Turkey has pursued different and paradoxical policies in internal and external affairs. The present article wants to study these changes in policy orientation and their relations with Justice and Development Party leaders thinking. Therefore the article wants to find out that basically what factors determine the policy orientation of Turkish leaders in strategic spheres like the relation of religion and politics, democracy, economy and new Ottomanism and how these factors affect Turkey's policy decisions? The hypothesis of the article is " the Justice and Development Party wants to keep itself in power and keeps its interests by making using of a tinge of identity in internal and external policies. Hence from the view point of the article the mutual impact of structure and agents in Turkey's political development has led Justice and Development Party leaders in Turkey to follow an interest and identity seeking approach. This approach on the one hand tries to expand Turkish model of governance and on the other hand emphasizes on mutual relations of West and East (Islamic World). The purpose of Turkish leaders is to keep their hold on power. Such attitude has left fundamental impact on Turkish decisions in matters like secularism, liberal economy and Neo-Ottomanism. In addition they have proven to determine today's Turkish policies towards the region. The methodology used in the paper is document analysis.
