          For over three decades, we are witnessing the use of private sector management tools and models in the public sector. The use of these models and tools has brought criticism among writers and thinkers. Critics believe that the distinction between the public and private sector limits the compatibility of this tool in the public sector. Accordingly, the main question of the present research is that, given the recent developments in the state sector, and in particular the emergence of a new government, which one of the differences between the public and private sectors remains and What is the consequences or potential effects of these clean ups on strategic management in the public sector? In this research, library and survey methods have been used to collect data. For analyzing and interpreting the data, in addition to the statistical inference method, the consensus group technique has been used. Research findings show that the underlying differences between the public sector and the private sector lead to a difference in the process and content of public strategic management in relation to the private sector, and for its successful implementation, managers must develop a leadership style that involves more citizen participation.   Manuscript profile

            Given the expansion of strategic management field of study in Iran at the master and PhD level of education, numerous articles, theses and books have been written in this field of study. Therefore, it is necessary to perform a systematic review of these studies in the current situation, to determine the procedure of research and the research gaps. In line with research area of ​​professors, the need of the country and, of course, the problem-centered of the researchers, studies have been published on strategic management and its sub-areas in scientific journals. The objective of this paper is identifying the subjects studied in selected journals, analyzing the the dispersion and frequency of studies, identifying research methodologies, and finally identifying the research gaps in the field of strategic management literature in the country. For this purpose, this study analyzes 9 selected scientific-research journals and 1757 papers by analyzing the secondary data and systematic review of current knowledge of strategic management using the systematic mapping study strategy. Finally, 343 related papers and 333 subjects were identified.  The results of the research show that thematic coverage of the strategic management in these journals is 24.5%, the level of using quantitative method is 59.2%, the level of using qualitative method is 36.4%, and the level of using the mixed methods is 4.4%.  In addition, major parts of the studies were conducted on strategic management process and its sub-areas with 95.1% and in there are a few studies (less than 5%) in the areas of theory building, strategy schools, quantitative foundations, philosophical foundations, interdisciplinary studies with other sciences and Islamic strategic management Manuscript profile

           Today, due to the limitations and crises in proceeding Water and Wastewater Authority in supplying and optimal utilization of water resources and sewage disposal, management is need and strategic and operational are also planning to enhance the competitive advantage of human societies. The purpose of this study is evaluation of advantages and limitations of urban Water and Wastewater Authority (WWA) of west Azerbaijan and choosing strategies in the development and offering solutions so as to achieve short-term and long-term purposes also offering services and satisfaction customer of WWA. This research is done on the process of formulating the strategic planning model of David, the data from the survey-descriptive study through interviews, questionnaires and study library are also collected. After identifying the internal and external factors of the WWA and put in the SWOT and IE matrix, the resulting scores were in the position of aggressive strategy and Near to competitive position, and then main strategies in these position have been prioritized with Quantitative Strategic Planning Matrix (QSPM). Improvement the methods of providing services for customers using of new technologies, improving the management of relationship with customers, Preferment the quality of drinkable water, implementing the developmental projects and separating of drinkable water from non-drinkable were selected as the most effective strategies. The costs of Research and Development in the oil industries are enormous and must be mapped to the development for each of the key equipments of a detailed technological path map.However, the formulation and implementation of the road map is associated with variety of risks. Therefore, the limits of the financial resources to invest in research and development in the process of compiling the road map for increasing oil harvest technology in the process of development of oil harvesting technologies are presented as the current research problem, which have been studied by System Dynamics in the Oil Industries Engineering and Construction Group.The key variables and Causal Loop Diagram were identified via expert opinion and data. After that the mathematical relationships of variables were determined according to research background and in approximately two years, a mathematical model of the system was developed using computer simulations in Vensim. The results indicated two types of Damped oscillation and Goal-seeking dynamic behaviors for model variables. Further, the dynamic hypotheses testing indicated that increased technological maturity and education reduces costs while increased technologic complexity increases costs. The best scenario was identified as a combination of highly-mature technology, high complexity, and high education level as it incurred minimum costs. Manuscript profile

         Organizational culture is one of the tools for measuring the function of organizations. Moreover, organizational decisions taken by a shift in organizational culture affects the functions of the organization and increases its effectiveness. The current research aims at identifying the desired organizational culture in the Islamic Republic of Iran Broadcasting (I.R.I.B) to provide strategies for cultural change. The research method is mixed. Evaluation indicators, components, aspects of organizational culture, and field threats and opportunities were identified by interviewing the media correspondents. Then these indicators were integrated with a tool for measuring organizational culture to identify the status of I.R.I.B.’s organizational culture in line with competitive values, levels of cultural dynamism and the six organizational features, in both existing and desirable situations. Subsequently strengths and weaknesses have been extracted. The statistical population of the research includes news, TV broadcast and planning fields. The research findings show that the dominant discourse in the current status of organizational culture in I.R.I.B. is hierarchical and cultural convergence is not observed in the levels of cultural dynamism and the six organizational features. While in a desirable situation, the emphasis should be placed on the characteristics of both progressive culture and market culture.  Meanwhile, by using SWOT (strengths, weaknesses, opportunities, and threats) techniques, strategies in the areas of “structure and planning”, “content and message”, “infrastructure and technical”, cyber space and human resources have been planned and suggested.   Manuscript profile

          The purpose of this study is to investigate the effect of relative efficiency of companies on value creation in the automotive industry accepted in Tehran Stock Exchange. The data were extracted from the financial statements of selected companies during in the 2013-2017. Initially, with the implementation of the DEA model with a native model, the relative efficiency is determined for each company. Then the strategic value creation of the companies is measured by the average of the factors such as return on equity, Q Tobin ratio, return on investment, and wealth creation for shareholders. The neural network model used in this study is a multilayer perceptron with back propagation error training pattern. The results show that the implementation of the artificial neural network model in the automotive industry explains the strategic value of the companies to a satisfactory level through the relative efficiency index and other input variables. Although some of the companies are efficient, such as Rana Investments Co., Khawar Spring Co., Saipa Diesel, Bahman Group and Charkheshgar Co., But in recent years, the automotive industry has been inefficient. At the same time, companies in this industry have somehow been able to strategically create value for their shareholders and their owners.   Manuscript profile
