        One of the most important and distasteful natural hazards of Iran is floodwater hazards. Meshkinshar Township by having mountain face and climate conditions is sustainable for the production of flood hazard. Therefore, the purpose of this study is to determine the zoning of part of Meshkinshahr Township with an area of 318 square kilometers in terms of potential flood occurrence. In this study, the first, we investigated 10 flood risk factors in the region. These factors are: slope, elevation, rainfall, temperature, CN, runoff height, distance from drainage, soil, lithology and landuse. Then data layers were prepared by GIS. The standard benchmark map was combined with Fuzzy method. Analysis and Modeling was performed by using the Vikor model. According to the results, elevation, lithology, rainfall and slope value allocated to flood in Meshkinshar. According to zoning map, 23.37 and 52.50 km2 of area located in categories of very risky and high risk, respectively. Manuscript profile

        Introduction & Research Objectives: Today’s world depends, more than any other period, on diverse services in line with spatial justice. The reasons for such a dependency lie in increasing urbanization, physical development of cities and the complexity of their space-frame structures, deepening and expansion of the socio-economic division of labor and, finally, spread of infections and diseases related to mentioned factors. Sanitary-therapeutic services is of paramount importance to improve public health and the quality of life. Analyzing spatial justice in the counties of Ardabil Province in terms of sanitary-therapeutic services seems to be the most significant purpose of the current research. Method: The methodology used in this paper is descriptive-analytical. Library-based method has been utilized for collecting data. For data analysis, firstly a conventional descaling method was applied for normalizing and homogenizing the data. Then, indices weighting was conducted by using Shannon Entropy Coefficient. Lastly, rating the counties of the Province was done based on VIKOR model. Conclusion: Considering the results and ratings of different counties in Ardabil Province in each index, one can argue that the indices of sanitary-therapeutic services analyzed in this research did not show a just and appropriate distribution among different counties. Put differently, in the counties of Ardabil Province, there are irregularities of distribution of sanitary-therapeutic services centers. The results drawn from the calculations of VIKOR model showed that Ardabil and Parsabad were relatively wealthy counties while Kosar, Nir and Sareyn were known to be deprived ones.   Manuscript profile

        Background and objectives: Today, sustainable activities are essential for maintaining environmental sustainability, and have attracted a significant part of the environmental economy. The occurrence of environmental pollution in the industry and its dissemination throughout the supply chain tend to overcome sustainability. The purpose of this paper is to identify environmental indicators that affect the sustainable supply chain in the cement industry and rank the chain of the industry in such a way as to prevent the occurrence of Prevention. Method: Method: For this purpose, factor analysis and fuzzy vikor decision making technique have been used. Finding: Effective indicators are identified and explained in four levels of sustainability, strategic, process and operational. Then, according to the determined indicators of environmental performance of the sustainable supply chain, 42 factories listed on Tehran stock exchange ranked. The results of the implementation of the model show that the stability level has the highest correlation with the current variable supply chain performance and this correlation is 44%. Operating surface weight was 40%, the strategic level was 23% and the process level was 12%. Discussion and Conclusion: The results show that sustainability indices in the sustainable supply chain of the cement industry are more important in preventing the occurrence of environmental Prevention. And the sustainable supply chain of the Ilam factory has been ranked in the first rank and supply chain of Bagher Factory based on environmental indicators. Manuscript profile

        One of the sustainable development strategies is the development of tourism activities. Determining the tourism values and natural talents of the region along with proper planning can lead to the development of economic revenues through tourism. One of the most important solutions for utilizing natural and human resources and scientific exploitation, without harming the environment, is the optimal location of recreational and residential areas. Rudsar county due to its tourism location, natural and historical attractions are known as one of the most important places of tourism to satisfy these tourists to suit every class and class at any time of the year. Be sure to return to the city and reside in the hotel if the customers are satisfied. This research is a descriptive-analytical one and the method of data collection is library and field study. In this research, we try to locate tourist accommodation centers in Rudsar city using ANP-VIKOR model. The state-of-the-art ANP-VIKOR model is a hierarchical analysis process and a set of criteria used to compare interactions that may exist in the network. In the locating process, using hierarchical analysis, after determining hierarchical levels including purpose, criteria, sub-criteria and options, pairwise comparisons between sets are made for weighting. As well as weighting the collections, the compatibility analysis of the judgments is also performed. The proposed method deals with identifying variables, matrix formation, layer normalization, weighting of criteria and weighting of layers, determination of positive and negative ideal and calculation of hotel accommodation value. The results showed that the most important criterion of hotel location is the altitude and the least weight belongs to the power transfer criterion. Manuscript profile

        AbstractAmong natural disasters, earthquakes are one of the newest fundamental challenges of societies, which every year, despite causing great economic damage, cause many deaths and hinder the coordinated and continuous development of societies. The main purpose of this study is to assess the vulnerability of Neyriz neighborhoods to earthquakes. In terms of purpose, in the field of applied research and in terms of research method, it is descriptive-analytical. The method of data collection is documentary and survey. By distributing the questionnaire according to the experts of the research, the effective criteria for identification and their relative importance were determined using the method of hierarchical analysis. Prioritization of urban neighborhoods was done using FVikor method (FVikor), as one of the new multi-criteria decision-making methods, in Gis software environment. The results obtained from fuzzy Victor in the neighborhoods of Neyriz show that Qala-e-Beheshti neighborhood with a weight of 0.908 is in the first place and Bazaar neighborhood with a weight of 0.089 is in the last place. In terms of earthquake vulnerability of neighborhoods in terms of all criteria, Beheshti neighborhoods, health, hospitals and commanders’ low vulnerability, stadium neighborhoods, Abadzdasht Jadid and Goodajar moderate vulnerability, Abadzdasht neighborhoods Old and the neighborhood are very vulnerable and the neighborhoods of Sadat, Shadkhaneh, Qala Mahmoud Khan and Bazaar are very vulnerable.         One of the problems of tourism in iran, such as Ardabil province is lack of balance in space organization and lack of hierarchy based on interactive relationship between tourism areas. Ranking of substructures and tourism attractions in different areas of a province and balanced distribution of substructures and balance of Inequality in different areas, is one of essential actions of tourism development. Therefore, ranking of areas is necessary for preparation programs of the land for guiding tourists based on possibilities, facilities and tourism substructures and for welfare of tourists and decreasing bioenvironment damages. The aim of present research is the ranking of cities in Ardabil province based on substructures and tourist attractions and studying the effective factors in attracting the tourists and identifying the existent potentials in the regions. The research method is descriptive - analytic and applicational method. The used measures in the present research have been selected by using views of specialists of related area and using the existent theoretical bases. AHP model has been used for determining the importance of the used measures in the research and VIKOR model has been used for ranking the cities of the province. The research results indicate that Ardabil, meshkinshahr, and sarein have been scored 1,2,3 for having substructures and tourist attractions, respectively.         With the population increase in the cities of Iran, especially in the big cities, the demand for public services has increased too. Also, the need to use cars and, consequently, to create multiple gas stations has been increased more than ever before. Despite the fact that Iran is the second largest natural gas supplier in the world, it has long enjoyed the use and export of gas and diesel as the two most commonly fuel used for vehicles in most countries of the world. Given the difference in production capacity and gas consumption in the country, a large part of this fuel is supplied from abroad, which puts a lot of financial burden on buying, transportation and distribution at fuel terminals of the country's economy. The present study is objective as far as its objective is regarded and the method used in this study is a descriptive-analytical one. Using documentary resources and field surveys, a questionnaire consisting of 11 gas stations located in the eastern part of Ahvaz with seven indicators was designed and the stations were analyzed using the Vikor technique. The results of the study showed that among the stations, the position of gas station with Qi zero was ranked first and the position of the gas station of five companies with Qi 0.931 ranked the 11th or the last one.  Therefore, in order to achieve spatial distribution and establish a relative balance in the distribution of services, measures should be taken to strengthen and increase the level of these seven indicators.   Manuscript profile

        Today, to achieve the development and growth of appropriate area in every zone, the evaluation and analysis of the natural construct and human sources is necessary to settlement of everybody. In this study, by considering 12 natural and human variety criteria, to help the achievement of suitable development and by using AHP model, the zoning of area of the central section of Aras free zone was done to position the intended industries. The results of this study showed that appropriate areas for positioning industries include 2577 hectares of area under study. The AHP model was able to detect the appropriate and inappropriate zones that have the values of the programming. Therefore, in the rest of the study, the ARC MAP software was used in order to detect and separate the completely appropriate zones that have at least 200 hectares spaces, and by using VIKOR model and 8 effective criteria in locating the industries, the detected zones were at first recognized. The results show that the location of new industries in central section of Aras free zone is different from predicted locations in this study. Manuscript profile

Aim of this research is assessment of distribution and quality of parks among citizen of Anbarabad city. In this study, field observation and review, referring to statistics and information in master plan of Anbarabad are methods for data gathering. For a suitable rating, and the factual affect of each index, the weighting method of paired comparisons(AHP)has been used. For the data analysis Vikor model technique was used. The findings showed: the per capita for the park in Anbarabad city (4.4 square) in comparison with national & international standards is very low, and the parks distributed is unsuitable. The findings of Vikor model showed the best of parks in Anbarabad city are: laleh, shahrake-e- emam, mokhtarabad, abasabad. Ziarat, hossinabad, and abassabad have unsuitable quality. Assessment of indexes showed that Laleh park  has the best  development indexes among others.         Manuscript profile

        economic sustainability aims to create a fair and balanced growth of human societies, Guaranteeing the enjoyment of individual human beings over time without compromising on biological, natural and cultural resources. The purpose of this study was to measure the sustainability of rural economic indicators in Rudbar county. This research is an applied and descriptive-analytic research method, the statistical society is comprised of all households living in rural areas of Rudbar county, which according to the census of 2011 has 37,910 populations and 11929 rural households. Since the number of households in the villages of Rudbar did not have the necessary coherence and consistency, the stratified random sampling method was used, which was classified into 4 categories and Finally, the sample size was determined using the Cochran formula of 327 household heads. To analyze the indicators used by the MORRIS model to evaluate the economic sustainability of sample villages, we use the VIKOR model as well as SPSS and Excel software. The results of the research show that none of the 30 indicators used was stable, 6 indicators have a relatively stable status and 24 other indicators are in an unstable state. It also shows the results of economic sustainability measures among 20 sample villages Chichal village with coefficient of 0.18 at the highest level of sustainability and Joben village with coefficient of 0.88 was the most unsustainable village according to economic indicators.         Abstract:Regarding various side-effects of chemical medicine today, we witness modern people’s everyday widespread tendency, especially in rural areas where people are very close to nature, toward using home-made remedies and herbal medicine. Present study has an applied format in purpose and its approach is descriptive-analytical. Statistical population of this study includes all rural families (N=2095) in Zooeram - a small city located near Shirvan, Northern Khorassan Razavi – of which we took just 139 families after editing participant samples using Cockran Formula. We established a self-made questionnaire with reliability level of 0.908 using α-Chronbach coefficient.The results show that most people all over the country and also in this area prefer to use and apply medicinal herbs (medical herbs) rather than chemical medicine at least once during their life time, achieving better health results. The main reason behind this idea is oral sayings and chest to chest communication originating from previous generations.Among many effective factors behind this general tendency, we can mention cultural compatibility index and acceptability of human body to these herbal treatments in rural population (37, 39, 93, 39 respectively).Also the rank of village priorities show the extent of individual preferences to be 1 (top rank) in Hossein Abad village and 10 (the lowest rank) in Abd Abad village based on a 20-item Vikor Model.         The rural- urban links are considered as a part of realities of everyday life in an inhabitant family in rural regions. Thus, rural- urban links are emphasized in regulation and expression of development policies by aiming at reduction of poverty and supporting from positive role of urban centers to expand surrounding rural areas. Therefore, the current research has analyzed the village- city relations to determine field of influence of Ilam city. The methodology is combinatory type and both quantitative and qualitative techniques. The data have been collected by special questionnaire for the public people in this survey so that thereby one could test hypotheses by T- statistical exams, AHP and VIKOR models. The given results indicate that among 5 research variables, variables of economic trends (Mean-value=2.1959) and migratory trends (Mean – value= 2.5518) are lower than the base and standard limits. The results of this survey show that given average limit of 3, this model enjoys strong relationship in terms of three variables in which political-administrative variable (0.398) is placed at first rank in terms of importance and parameter of migratory trends (0.095) was ranked in four rural groups and VIKOR results were placed at the last rank. Similarly, using of this model; finally indicates the rate of influence is reduced by rising distance. Finally, with respect to result of study, it can be implied Ilam city plays a polar goal through this city but the level of influence of this city is also reduced by rising distance between them.         One of the requirements for achieving sustainable rural development is to provide a ground for the participation of villagers in their own destiny, which is possible through the strengthening of social capital under desirable rural governance. The purpose of this research is to investigate the effect of social capital on suitable rural governance of 7 villages in Drakan county in the central part of Shiraz country. The research type is applied and is of descriptive-analytical nature. Data collection method is library and field design, descriptive and inferential data analysis method and Vikor model are also used. The statistical population of this research is 3027 rural households in Drakan county. Using the Cochran formula, 341 families in 7 villages were selected to complete the questionnaire. The reliability of the questionnaire for social capital was 0.892% and for the suitable rural governance of 0.962%, which indicated their suitable value, and the formal validity of the questionnaire was confirmed by a panel of experts. The research findings show that with a confidence interval 99%, social capital and suitable rural governance are in a favorable situation. The results of the multivariate regression test show that there is a strong correlation with the value of 0.870 between social capital dimensions as an independent variable and desirable rural variable as a dependent variable.
