        Data envelopment analysis is a linear programming-based approach used to evaluate the relative performance of decision making units (DMU's) that perform the same tasks with multiple inputs and multiple outputs. Due to the optimistic view of the DEA in evaluating the performance of homogeneous decision making units, multiple units with a maximum relative efficiency score (equal to unit) are highly likely. Therefore, ranking models were presented to distinguish between efficient units. Cross efficiency evaluation is one of the most useful tools for ranking DMUs in data envelopment analysis. This model has two major flaws in implementation. First, it yields different results in the presence of optimal alternatives; and second, there is no compelling reason to use the arithmetic mean to integrate the cross-performance matrix results. In this paper, a new approach, inspired by the preferential voting process and the idea proposed in the TOPSIS method, is presented to combine cross-performance results in the presence of undesirable outputs.         The purpose of this research is to present a method based on DEA-TOPSIS for ranking the DMUs in group decision making. In the proposed method, after creating an expert team and determining their weights, the DMUs, inputs and outputs are determined and ranked in three stages. In the first stage, by using Euclidean Distance, the matrix of each expert is normalized and consequently, the DEA models corresponding to each expert are solved. The DMUs are divided into two groups, the first group consists of DMUs where at least one experts’ opinion is inefficient and the second group consists of DMUs where the views of all experts are efficient. In the second stage, the rank of the DMUs of the first group is determined by calculating the weighted arithmetic average. In the third stage, the rank of the DMUs of the second group is determined using the TOPSIS method for each expert, consequently, the final rank of the DMUs is calculated using the Weighted Borda Scoring Method. Then the proposed approach was implemented to rank the six-paths of the Blue Ocean Strategy of the IRAFA industry and management group. The IRAFA team of experts, consisting of seven senior experts, was formed, and their weights were determined. It was also found that six paths to restructure the Blue Ocean Strategy (DMUs) are effective on IRAFA Value Innovation, and the DEA model has four outputs (utility, price, cost, and acceptance). The results of solving the DEA model of each expert showed that there are four paths in the first group and two paths in the second group. Applying the Weighted Borda Scoring Method to rank the DMUs of the second group shows that creating a functional-emotional orientation for the organization's customers is the top priority of IRAFA Manuscript profile

This paper aims to determine the best scenario to protect and restore land cover changes in the future with an emphasis on the patches connection of natural vegetation. Predict the ecological impacts of management scenarios based on metrics values determine and then the best scenario-based TOPSIS method was selected. In addition, the implementation of the scenario of protection and restoration in the watershed Tajan will be reduce the number of patches from 7600 to 4657 patches in natural vegetation and will cause better connectivity that is a sign of decreasing degradation and fragmentation of the landscape in the study area.         Introduction: all steps of a mining project generally disturb the environment’s original condition during execution. Therefore from exploration until end of the exploitation and after mining closure, there should be an exhaustive applied reclamation plan of the mined land. Planting the suitable plant species in each step of any reclamation plan in this area is the goal of this research. In all type of post mining land use such as Agriculture, Pasture, Forestry, Tourist attraction, Wild life creation, selection and planting the appropriate plant species are the most essential requirements to implement a successful mined land reclamation plan. Material and Method: The Research methodology is selecting the plant species that is carried out on the basis of the primary factors which include type of Post mining land use, Climate, Nature­ of soil. The priority is defined between the selected species, based on of the secondary factors (Perspective of the region, resistance against disease and insects, strength and method of growth, availability to plant Species, Economic efficiency, Protection of soil and storing water, prevention from pollution) by a MCDM model. This model is implemented by FUZZY TOPSIS method. The mentioned procedure was applied in the Sungun Copper Mine in Iran. Decision making was executed on the basis of oral judgments and experts group opinions in the case study. Risults and Discution: The results have been consisted of maple, Ash, Barberry, Paliurus Spina –Christi, Oak, and Sloe respectively. All species are native.         Background and Objective: Considering the importance of urban green space and their inseparability from the city's complex, in order to minimize damage to life, financial and adverse effects and to create security in the parks, necessity to adopt the policies and persistent solution is binding. Therefore, in this research, health, safety and environmental management in Ahvaz urban parks was reviewed and management solutions were proposed in order to improve current situation. Method: In this research, at first 6 parks from the different kinds of parks based on the number of user, equipment, land measurement, type of parks, proximity to city places have selected to study, Then collection of criteria and indexes for all of these criteria identified accoding to the Delphi method and asking from experts have scored from 1-10, and after removing least important indexes have specified the identified criteria and indexes. Then, by using of hierarchical analysis process technique base on 10 people expert's viewpoint based on binary comparisons and by using of expert's questionnaire in hourly scale have preferred the main criteria and the identified indexes for health, safety and environment management, then used TOPSIS method for choosing the best option of health, safety and environmental criteria and also the best park. Results: Results show that scores of safeties indicator of parks with 0.526 point is lesser than environment indicator score with 0.656 and more than health score with 0.403. Also, the result of ranking of studied parks indicate that Island Park in term of health, safety and environmental condition is the best and State park allocated the lowest point. Thus, collection of standards and indexes for all of these standards identified and based on asking from experts and determining their importance degree had specified the identified standards and indexes. Conclusion: since the  giving priority to health, safety of urban parks according to that parks have high portion  in the citizen's collective life, is inevitable necessity and according to valuating results of Ahvaz's urban parks situation base on health, safety and environment standards, it is important to cite that the success of revision programs for making optimum the health condition of urban parks is hided in accompanying and integration three mentioned factors and performing of their integrated management and this means that implementation HSE-MS model may consider successful method.         The identification of effective factors of investment in technological projects plays a key role in the development of collaborative banking. This study aims to ranking investment factors in the technological projects of the growth phase in the banking system. The method of research is practical and the data are collected through survey using questionnaires filled by venture capital experts and bank system managers.Determining importance degree of investment projects includes identification and evaluation of plan, negotiation and signing contract, implementation, Cooperation supervision and investment exit by using “Shanon entropy” quantitative method and prioritizing of five investment factors in technological projects by using TOPSIS method. Results show that the characteristics of technological company, product property, micro economic factors, characteristics of the entrepreneurial team and macroeconomic factors are the most important factors.         Investment in each country is subject to a set of variables that Security of Investment is one of the most them.Official statistics show that in the recent decades, on average, only about 12‌% of the country's real GDP has been allocated to investment in the manufacturing sector, including the production of goods and services and a considerable portion of it has been absorbed into unproductive speculative activities.Accordingly, this study with purpose to examining and comparing security of investing in different markets has evaluated the risk of investing in four market including stocks, gold, currency and Iran's housing using the Value at Risk (VaR) Criteria. Also in this study to providing a more accurate analysis of the security investment based on investors' attitudes TOPSIS method has been used.All information required for the study was collected on a monthly basis for during 2002 - 2013.The result of this study showed based on VaR Criterion, the security of investment in the stock market is much lower than other markets, so investors in this market face higher risk of investments relative to other markets.Also, the result of this study showed based on TOPSIS method (according to risk and return critrias) risk averse and risk neutral Investors have the Similar behavior, So that the two groups prefer The investment in the housing market and then investment in the gold market on the parallel markets including exchange and stock.         Introduction: In the tourism industry, health tourism is a relatively emerging field of knowledge that can create a dynamic multi-disciplinary economic activity by integrating businesses in the fields of medicine, health, tourism and media. For the development of health tourism, the coordination and cooperation of different organizations and departments is needed, and on the other hand, its promotion and development by the media is of great importance. Method: Although relatively significant and extensive researches have been conducted on the nature of health tourism, but the issue of recognizing the role of modern media in attracting health tourists and using this opportunity by hospitals has been neglected, which is addressed in the present study. Accordingly, in this research, first by studying the subject literature and reviewing the background, 73 related components were identified and classified based on Laswell's communication model. The mentioned list was provided to the experts through a semi-open questionnaire in order to identify and rank the effective factors. Results: The results of the ranking of the options with the TOPSIS fuzzy technique showed that in the audience category, the variables focusing on health tourists from Muslim and neighboring countries are the most important. In the message type category, honesty variables have the highest importance. In the layer of the message transmitter, the variables of the Ministry of Health are the most important. Also, in the category of communication channels, the variables of strong and large content production in different Iranian and foreign sites are of the highest importance. Discussion: One of the most important factors that makes traveling to Iran attractive and choosing it among different destinations is the low cost of traveling to Iran. It should be said that this component is more attractive for the neighbors than for the western tourists. Also, the facilitation of travel is one of the factors that is directly effective in domestic tourism. Considering the level of per capita income and different deciles of income in the country and neighboring countries, it is necessary to provide facilities that all classes can travel, and this is about the neighboring countries.         Nowadays tourism has many economic benefits but has been created various environmental problems in these areas. In this research we studied and prioritized the various options for sustainable ecotourism in Geno protected area using TOPSIS method . Geno protected area is one of the most important protected area in Hormozgan province,it has a high ecological value and many tourist visit it every day. For conducting the study in the first step, criteria and sub criteria for sustainable tourism were selected. Then all criteria were scored by 15 experts and weighted using AHP method. Then final prioritizing was done using TOPSIS method. Results of ranking the criteria using AHP method showed that cost criteria (with 0.297 score) is in first place and then other criteria are : effects continuity (with 0.273 score) , effects expand (with 0.187 score), effects intensity (with 0.142 score) and effects certainty (with 0.101 score) and in according to TOPSIS method prioritizing of options are : increasing the conservative officers (with 0.582 score) , zonation (with 0.569 score), time limitation for ecotourists (with 0.538 score), fee determination for visiting (with 0.494 score), continuous monitoring of visitors effects (with 0.44 score), native people participation in protection (with 0.42 score), continuous training for staff and visitors (with 0.408 score), limitation in number of visitors in same time (with 0.393 score) and incentive policies (with 0.384 score). In this research, it has been tried according to similar experiences from past studies in this field and gathering the opinions of experts in the country, extensive field studies, the use of inspection checklists, statistical information and with the correct understanding of the failures related to water management in concrete bridges and Finally, with the TOPSIS method, according to water engineering standards in bridge maintenance and repairs, it is possible to rank the prefabricated concrete bridges of the General Directorate of Northern Railways of Iran based on water management standards. So, this study has been done on Ferdows city in South Khorasan Province to determine the position of the city and difference between regions and localities of this city in terms of creativity. The research method is descriptive and analytical and data requirements using questionnaires compiled and with the help of software SPSS and sxpert choice and excel analysis and AHP model for weighting and TOPSIS method for ranking of neighborhoods operation has been carried out.         Shafarood Dam is located at 27 km from the Hashtpar city of Guilan Province. In order to identify the environmental hazards caused by the construction of the dam measured and compared was with standards pollutions of surface water and groundwater and the air. To this, following identification of tasks and the environment of the study area with respect to the intensity, probability and possible consequences of those effects on the human, environment and equipment by using Topsis Fuzzy and AHP methods; identification and categorization of risks were performed under Delphi methods. To more, risk factors were categorized under natural, biophysical and human events. Scientific methods applied in this study are TOPSIS and AHP, which constitute MADM method. Then, to prioritize risk factors based on their importance, Analytic Hierarchy Process (AHP) method was used by way of entering values to Expert Choice Software. In the TOPSIS method; excavation and backfilling, drilling explosion works were given weights of 3.771, 2.981 and 2.851 respectively and were ranked from first to third. In AHP method; excavation and backfilling were given a final weight of 0.897 with the first priority, whereas the drilling and explosion were given final weights of 0.677 and 0.694 with the second and third priority.The more presented strategies to control and reduce identified risks. Keep moist levee and produce less dust during unloading times, Minimum soil translocation in season rainfall and prevent the movement of soil material at least on loan from the main river bed and corrective measures are introduced.         Bamdej Wetland is located 40 km north of Ahwaz, with area of 4000 hectares. Bamdej Wetland is a natural wetland with great ecological, scientific outing and economical value which in case it can be preserved and revived will raise all values as a self regulating collection.First, the ranges of studies were identified ,and four sampling stations were selected. The were sampled randomly. During experiments BOD5, COD, nitrates, phosphates, pH, electrical conductivity, turbidity, temperature, DO, salinity, TSS and TDS were measured. Then, the results of water quality system are exmind. Ecological evaluation study area was performed using fusion rapid assessment and TOPSIS. In this way resources were based to 13 groups include: the extent of the wetland, vegetation around the wetland, the width of buffer, soil status, connecting with other water sources, depth of wetland, source of water supply, time of wetness, normal disturbances, habitat development, type of wetland cover, and biodiversity of plants. Comparing the annual quality indicator of each station with a table of water quality index indicate that the station 3 is belong to the third group and station 1, 2 and 4, belong to fourth group classification system of water quality indicator. Finally, Bamdej Wetland earned 59 points of 85 possible points of rapid evaluation method. This expression that wetland desirable conservation value is (grade 2). TOPSIS method was used for analys some important ecological factors of Bamdej Wetland. The results confirm that wetness time of Bamdej Wetlands weighing of 1.483 is the most important criteria of its value.   Manuscript profile

        In this study, twenty technical indicators and characteristics of social media were extracted through interaction with cyberspace and computer experts, using the Delphi method. Seventeen popular social media were then examined and the details of the networks in the documented indicators were examined. Also, a new combined ranking method called voting TOPSIS was designed by combining the two methods of TOPSIS and preferential voting, and finally the method designed to rank seventeen social media was used. Findings obtained in this study show that Facebook, Telegram, Gap, Soroush and iGap social media are ranked first to fifth in terms of providing technical and infrastructure facilities, respectively.
