        Background: Future organizations are facing changes and transformations to become a learning organization. One of the basic ways to become a learning organizationObjective: The present study is applied in terms of purpose, descriptive survey information in terms of collection, cross-sectional in terms of time and profound in terms of depth. In this study, in order to collect information, tools such as questionnaires are used.Methodology: The statistical population consists of all employees of the Iranian steel industry. Sampling in this study is simple random access. The sample size was 385 people. Accordingly, in this study, demographic questions and two researcher-made questionnaires have been used. The first questionnaire consists of 42 questions that after the obstacles are identified, then in the second questionnaire, the identified obstacles are placed and then we rank them.Findings: According to the obtained results (structural and organizational barriers), the term "knowledge is stored as a daily procedure in a documented form such as work regulations, working methods and stored" is the most effective and (political barriers) means "the organization regularly exchanges information with networks.         Contemporary society is moving from traditional viewpoints to modern settings. The characteristic of the transitional period is the chaos evolved regarding the general state of affairs as well as both the behavioral and thought developments in a given society. Nonetheless, among these developments, women have not found a deserved place in political participation. Also, they have been judged as an incomplete political entity. The current study delves into the social losses of women through a descriptive-analytical study design. It investigates the notion that females have been diverted from the social interaction network and their way towards high levels of political power structures has been made difficult based on the various reasons rooted in the traditional social and economic belief structures. In other words, the participation of women in the higher levels of different organizations suffers from social, political, cultural, traditional, and personal barriers. Although the number of women specializing in society and work force has increased, their progress in decision making in the higher levels of political power structures has not reported to be significant. At present, the number of females in power structures of the world has been decreased dramatically comparing the last years in a way that they comprise less than five percent of the total world leaders."         The purpose of the current research is to analyze the managerial, political-legal and infrastructural barriers to the development of sports tourism in Iran. In terms of objective, it is applied and in terms of qualitative research method, it is based on thematic analysis approach. In this research, according to the purpose of studying the participants based on snowball sampling among those involved in sports tourism in the country (managers of selected sports tourism tours, university professors specializing in sports tourism, as well as selected managers of the Ministry of Sports and Youth ), were selected (14 interviews). In order to collect information, a semi-structured and in-depth interview was used. The results of the research showed that planning, evaluation, communication, human resources management and manager characteristics are among the constructive themes of management, legal, insurance and political obstacles are among the constructive themes of political-legal and facilities and transportation are among the constructive themes of pre-infrastructure.         VAT is one of the best, most efficient and profitable source of tax revenue governments .VAT is an indirect tax on consumption multi-stage in various stages of production and distribution based on a percentage of the value of goods produced or services provided to obtain dehumidified The aim of this study is to identify obstacles and driving deployment of value added tax in the General Directorate VAT Tehran. For this purpose, three hypotheses were developed to test this hypothesis, quantitative data, the study used a questionnaire that was designed to review the literature were collected before distributing a questionnaire to the 13 experts and scholars in economics and public administration. After confirming the validity of the revised questionnaire, the 382 and 158 experts tax office were the tax payers. The data collected using exploratory factor analysis were analyzed and categorized as a barrier to cultural barriers, administrative structure was approved. The results showed that 12 Index as an indicator of structural barriers, 23 indicators as administrative barriers and cultural barriers as obstacles 6 index as the establishment of VAT were identified.         AbstractObjective: The present study was performed to determine the attitudes of Mazandaran Provincepublic librarians towards the structural and behavior barriers of participative management.Methodology: In this study, the data was collected by questionnaire. Kruskal–Wallis test and Mann–Whitney U test wereused for of the hypothesis and Wallis and Friedman tests was used for answering the questions.Findings: The present study indicates that there is significant relationship between the attitudesof the public librarians towards the participative management, considering the sex, experiences,organizational position level of education and study field. Also Friedman test showed that lack ofofficial ranking in accordance with the mean level of 4.92 as the first priority and as a mainstructural barrier in executing the participative management in the public libraries, and use ofwrong procedures and wrong individual instructions with mean level of 4.82 as the first priorityand as one of the main behavior barrier in performing the participative management.Conclusion: The present study considers special attention to the public librarians and the resultsof the survey could help the managers, and library administrators and the librarians in successfulperforming of the participative management and releasing the barriers.         AbstractThe purpose of this study was to investigate the strategies to overcome the obstacles and challenges of implementing succession in sports with the Repertory Grid Approach. The present study was done by the mixed method. The purpose of the qualitative section was fundamental research which was done by the Repertory Grid Approach. The purpose of the quantitative section was applied which the data was collected by survey . The statistical population consisted of all sports management experts with a scientific background in organizational behavior issues. In the qualitative part, the sampling was purposefully (10 interviews), and in the quantitative part was a random sampling method (80 subjects). The research tool was a structured interview and a researcher-made questionnaire. We analyzed qualitative data by content analysis method, and MaxQDA software and quantitative data analysis were done by T-sample test and Friedman test and SPSS software. The results showed that all environmental, structural, and behavioral barriers, respectively, are obstacles to the implementation of succession in sports. Theoretically, the results can be used to complete the theoretical foundations of sports management. Practically, relevant managers can use the results to implement succession in sports organizations.   Manuscript profile
