        The purpose of the current research is to identify the components of empowerment strategy, transformational leadership and Job Involvement to be used in the strategic integrated model of human resource empowerment in water and wastewater companies of West and East Azarbaijan provinces based on the meta-synthesis approach. Based on the review of the basics and background of the researches, it can be seen that most of these researches have been investigated separately, quantitatively, and correlationally. In other words, none of the conducted studies have used a comprehensive model in the process of empowering human resources, just like the leading research. This research is one of the first studies that can be used as a basis for the development and theoretical expansion of concepts related to the process of human resource empowerment, in the form of a strategic integrated model of human resource empowerment in organizations, especially industrial organizations such as water and wastewater companies in the field of application and research. In this research, qualitative meta-synthesis approach and Barroso and Sandelowski's method were used. In this way, the components related to the integrated model by analyzing domestic and foreign articles in a specific time frame (1392-1400) and (2013-2021) and using the opinion of experts (with experience in the field of water and wastewater industry) and based on The Critical Appraisal Skills Program was identified.         The purpose of this study was the effect of social capital on human resource empowerment of Islamic Azad universities in Mazandaran province to present a model. The research method was a combination of exploratory mixed research design (qualitative-quantitative). The statistical population of the research in the qualitative section includes (managers and deputies Islamic Azad University) to agree on the Delphi method, the sample size in the qualitative section, taking into account the law of saturation to 17 people. And in a small part of the statistical population included all faculty members of the Islamic Azad University in 14 academic units of this university in Mazandaran province in 1399. The sample size was determined using Cochran's formula to 305 people. Cluster sampling method was used to select the samples. Library data collection method and measurement tools in the qualitative part of the interview. Semi-structured and in a small part included a researcher-made questionnaire, whose questions were taken from the data obtained from the interview. In order to analyze the data in the qualitative part of the Delphi technique and in the quantitative part of the structural equation modeling method, SPSS and LISREL software have been used. Findings showed that 63% of human resource empowerment in Islamic Azad universities of Mazandaran province to the dimensions of social capital, which includes seven dimensions in terms of trust (5 items), networks (4 items), participation (4 items), relationships ( 4 items), values ​​(3 items), mutual understanding (4 items) and organizational commitment (4 items) are dependent. Of course, it is obvious that the process of choosing financial empowerment strategies is not the same for every investor and small and medium-sized companies, so it is never possible to prescribe the same prescription for everyone and achieve more profit in the same way and succeed in the business market. In this article, an attempt has been made to determine financial empowerment strategies through collective wisdom. Therefore, the Delphi method, which is one of the group decision-making methods, is used.         The purpose of this study is to investigate the relationship between IT and human resource empowerment and design the relevant communication model. This research is of descriptive-analytical type and in terms of purpose is of user type. The statistical population was human resources managers and information technology practitioners in Fars education and 210 people and the statistical sample was 136 people according to Cochran's formula which was selected by cluster random sampling. Data collection tools were two questionnaires of information technology and human resource empowerment whose face validity was confirmed by relevant experts and their reliability was obtained using Cronbach's alpha formula of 0.862 and 0.907, respectively. In order to study and analyze the data, descriptive statistical methods and confirmatory factor analysis were used with the help of SPSS and smart PLS software and the research analytical model was developed. According to the research findings, the coefficient of information technology to human resources empowerment path is equal to 0.717 and the value of t-statistic for this path is equal to 12.292, which due to the larger value of 1.96 indicates the estimated coefficient of significance.         The aim of the current applied, descriptive and correlational study was to investigate the effected factors on the the knowledge management maturity in Art and Cultural Organization of Tehran Municipality. The research population comprised 2500 employees in Art and Cultural Organization of Tehran Municipality out of whom a sample 384 was randomly selected, based on Morgan Table, to participate in the study. The research data were collected using a researcher-made five-point level Likert scale questionnaire comprising 5 factors and 25 items tapping the participants’ responses were. Therefore, 400 questionnaires were distributed among members of the target population. Having distributed and collected the questionnaires, we analyzed descriptively and inferentially. Descriptively, features like absolute and relative frequency, mean, standard deviation and variance of background and main variables were estimated. Inferentially, correlational tests, multiple regression and F-Test used indicated that human resource empowerment, knowledge-based organization, implementation of knowledge management strategy, redesigning the reward system, and redesigning the structure had a significant effect on the knowledge management maturity in Art and Cultural Organization of Tehran Municipality.         The aim of this study was to evaluate and present a model of ‎human ‎resource agility in the East Azarbaijan Province Gas Company. ‎The ‎statistical population includes all official, contract employees, ‎and ‎designated third-party staff. According to available statistics, ‎the ‎number of employees at the time of the survey was 1806. To assess ‎the ‎community from the perspective of agility, a localized ‎agility ‎questionnaire was prepared‎. Its validity and reliability were ‎evaluated ‎by the content ‎validity ‎approach and assessing internal ‎consistency, ‎respectively. To evaluate the status of the statistical ‎population from ‎the perspective of agility, no sampling was done and ‎a questionnaire ‎was sent to all members of the statistical population. ‎After sending it ‎in four follow-up rounds, 1111 questionnaires were ‎received and the ‎relevant analyzes were performed based on them. In ‎order to achieve ‎the agility model, a total of 24 experts were ‎interviewed, and the ‎process of data collection and simultaneous ‎analysis showed that after ‎‎16 interviews, a new code could not be ‎extracted and theoretical ‎saturation was achieved; but for ensuring, ‎the collection of qualitative ‎data continued until interview 24. Taking ‎into account the duplicate ‎open codes, a total of 2026 codes were ‎collected, which after ‎classifying the overlapping concepts, were ‎classified into 94 concepts. ‎Finally, the model of capacity building and ‎resilience of human ‎resources based on the data-based approach is ‎explained and analyzed, ‎and suggestions related to the promotion of ‎agility are presented based ‎on the findings.‎ Manuscript profile
