The purpose of the present study is to determine the feasibility of using financial resources of the Islamic government, especially Mowqufāt (endowed assets) to prevent and confront Coronavirus disease relying on the evidence of Islamic rules. The method of study is descriptive-analytic and it has dealt with this main question: What is the ruling on using Islamic financial resources, especially waqf to prevent and confront Coronavirus disease from the view of Imāmiyah Fiqh? The results showed that the philosophy of assigning Islamic financial resources is related to their type of use. Financial needs for the prevention and treatment of Coronavirus disease can be resolved by using many of these resources in the path of God. Moreover, although assigned to some purposes other than medical use and scientific research, the assets of waqf can be used for the prevention and treatment of Coronavirus disease. Manuscript profile

Endowment was praiseworthy in Islamic tradition by which many benevolent and public utilities endured in society. Safavid kings who made shiism as formal tradition in Iran, also encouraged and strengthened their attention to affairs relating to endowment. They endowed too many properties to respectful and holy places such as the holy threshold (shrine) of Imam Reza in Mashhad, the holy shrine of Hazrate Masomeh in Qom, the holy shrine of Abdol Azim-e-Hassani in Shahre-Rey and the holy shrine of Sheikh Safieddin Ardabili in Ardabil. Therefore, Safavid dynasties were famous for endowment in all periods in Iran history. They themselves supervised the endowment affairs. Endowment was flourished and developed in 10th and 11th centuries. The existence of Shiites around the holy shrine of abdol Azim-e-Hassani and speciall attention of Shiites to him led to people endowment for holy shrine and its expenditures. This tradition is continued today and led to the shriving of the holy shrine. Safavid kings endowed many properties to the holy shrine of Abdol Azim-e-Hassani; Now trere have been remained eight properties from those periods which include: Alaien, Eliman, Dah kheir, Sinak, Hosaneh, Khalazir, Mafton and Khoraien. One of the initiatives under the modernization policy of the first Pahlavi era was the establishment of modern schools. The main drive for these educational and cultural changes was Reza Shah’s own interest for evolving the education from its traditional form, in which religious clerks were mostly engaged in teaching with the emphasis on religious knowledge, to the European style. In addition to establishing a lot of schools in Mazandaran, Reza Shah founded The Academy of Persian Language and Literature which started to make a lot of changes in the names of many cities. Indeed, it can be said that Mazandaran Province underwent dramatic educational and cultural changes in this period given the fact that it was Reza Shah’s hometown and was the second most widely reformed region after Tehran. The cultural initiatives in this province including the changes in educational system and establishment of new schools are notable too. If adequate budget was devoted to the development and preservation of educational staff, other cities in the province than Sari, Amol, Babol and Shahi could have enjoyed the new form of education. The present study uses first-hand sources including unpublished documents, journals and Reza Shah’s personal notes to present the status of educational and cultural changes in Mazandaran during the first Pahlavi era.  Manuscript profile

unning human progress; natural disasters and the passage of time has made many endowments obsolete, some of them have become a place of accumulation of garbage and gathering of unscrupulous people, On the other hand, their property remains and their conversion to an equal or close exchange is considered; Therefore, it seems necessary to examine some questions, whether it is possible to sell profitable opportunities? And what is the ruling on buying the equivalent of these endowments? This research, which is written with analytical-descriptive method and with library tools, according to the findings and results, it should be said: There are three points of view about endowments for profit as follows: 1. Prohibition of sale of endowment to public purposes 2. The absolute license to sell endowments and mosques 3. Prohibition of selling non-mosques and observatories; The first quote is attributed to Sheikh Ansari, the second quote is attributed to Seyyed Mohammad Kazem Yazdi, and the third quote is attributed to Seyyed Khoei, Seyyed Ali Sistani and many other jurists, and in general, it can be said that The conversion of endowments into equal or close ones with the permission of the Islamic ruler is compatible with the taste of the legislator and the wise thinking way. Therefore, this article considers the promise in detail to be in accordance with the motive of the founder of an endowment, the welfare envy of the Waqf and the interest in the property of the beneficiary of an endowment. The right of goodwill and the right of business and occupation are both of the accrued rights, and while they have similarities, they are different from each other. Goodwill is an amount that the owner takes from the tenant at the beginning of the lease, apart from the leased property, in order to rent and transfer the place to him, but the right to earn or trade or profession is a right that is created as a result of economic prosperity in the place and due to the activity of the tenant. comes. In some cases of endowment of commercial properties, there is a conflict between the two mentioned rights and endowment rights, which has many consequences in practice. If the commercial property is leased with the right of goodwill or the right of occupation is assigned to it, with the passage of time, there will be practically no benefits to spend for the purpose of endowment. On the other hand, the laws have recognized both the right of goodwill and the right of business and profession. Based on this, in case of stopping the lease or selling the endowment property or changing its use or any action that causes the loss of the provisions of the original contract, if the tenant has not violated the provisions of the law and the original contract, there is no right to ignore these acquired rights. However, if the tenant's violation is confirmed, or if the tenant has closed the leased property during the lease period, he will not have the right to trade, because basically, the tenant has no right to qualify for the privileges of commercial premises. Regarding the endowment rights, the laws and consensus of jurists show that there are two solutions in the above conditions: 1- Changing the use and revitalizing the endowment, 2- Ending the endowment. During the history, many of endowed properties have been abused by tyrant rulers; In order to maintain endowments and pursue the goals of fair-minded endowers, Imami’s jurists have attempted to maintain such rights by appointing trustee, supervisor or property guard. The words “trustee” and “supervisor” are sometimes used interchangeably, but some of modern jurists believe that they are different concepts. The objective of the present study, which has been done in descriptive and analytic method, is to answer the question if the supervisor can be dismissed or not. It is assumed that if the betrayal or inability of the supervisor is proved, he can be dismissed. Dismissal is carried out in three ways: by the endower, by the religious ruler or by the supervisor himself (relinquishment). There are some discrepancies about the permission of supervisor dismissal. The result of this study demonstrates that such discrepancy is caused by two reasons: 1. there are discrepancies whether the supervisor is an agent (Wakil) or administrator (Wasi); 2. the condition of supervisor dismissal during the endowment contract is a necessary condition showing obligatory action on that. If supervision of the endowment is a result of covenant’s will, and if the supervisor has accepted the the supervision while the endower is alive, the supervisor cannot relinquish till the endower is alive; but after his death, he can withdraw his supervision. Therefore, sometimes the supervisor is an agent and sometimes an administrator. Manuscript profile

The government of Mohammad Reza Shah undertook land reforms with the aim of achieving important economic and political results in order to improve the situation of the Iranian villagers and radically change the traditional rural relations. Large landowners and landowners also donated land in or around villages to get rid of the land reform law so that the proceeds could be used for religious and charitable purposes. Among its uses, in addition to religious affairs, was the maintenance and protection of public welfare affairs, such as the protection of canals. Later, with the change of the land reform law, public endowments were subject to sale. Also, the withdrawal of endowments from the supervision of the Ministry of Culture and Arts and the transfer of its affairs to the "Pahlavi Foundation" caused changes in the traditional rural system. This article will analyze the above phenomenon in Azerbaijan based on documents in a descriptive and analytical manner. Findings show that the traditional construction of collective land acquisition and exploitation was broken in many rural areas and in addition to reducing the use of land, disrupted the sale of mass production endowments. With the fragmentation of agricultural lands, in addition to reducing the use of land, mass production, which was known in Iranian villages as Beneh, Sahra, Harath, etc.,; It changed its members to a maximum of 2-4 households, increasing the migration of villagers to cities and turning farmers into wage earners in joint-stock companies and agro-industrial companies. Democracy promotion is one of the most important US strategies after the cold war to keep its dominance and influence in Latin America. Accompaniment and the appropriateness of this policy with the formation of the third wave of democratization caused American politicians to use it as a tool to promote their plans in the region. By considering democracy promotion (William Robinson’s view) in Latin America with focus on Venezuela as its basis, this article tries to investigate on the basis of what criteria and mechanisms has US applied democracy promotion to Latin America? The results of this study show that over the last quarter, US government has made endless efforts and planning in Latin America to let those elites, who agreed with neoliberal economic system and free market, come to power. Therefore it tried to prevent people, groups, nationalist and left-wing parties and totally, those who opposed neoliberal economic system from coming to power. To this end, destabilization of left and nationalist governments in the target countries was of the most important mechanisms in democracy promotion policy in Latin America; A policy which was pursued during all Hugo Chavez administration and even after that.
