For generalizability, around 270 questionnaires were distributed among respondents with a return rate of 92%; 236 questionnaires were analyzed. The data gathering tool was a questionnaire and a purposeful and non-random sampling method. Also, face validity, content and structure of the questionnaire were confirmed with the help of professors and expert experts and statistical analyzes. The results show a positive and significant correlation between the level of e-readiness and human resource development. Considering the necessity of regional integrated development, the study and analysis of educational indicators is considered one of the most effective tools for planning. The educational index is undoubtedly one of the most important components for allocating equal facilities at the regional level. Educational services at the level of Sistan and Baluchistan province are not uniformly distributed, so that there are many differences between the cities of the province in terms of educational indicators, for this purpose, the present research has investigated the distribution of educational indicators at the level of the province with the approach of educational justice, descriptive research method - It is an analysis that first, according to the statistical yearbook of 2015, the indicators of educational development were calculated, and then according to the ARAS method, the initial matrix was first formed, and in the next step, the data were normalized and weighted with the Shannon entropy method, and in The ultimate ideal of each matrix was calculated separately and the cities of the province were ranked according to the twenty-two indicators of educational development. The results of the research showed that the cities of Nimroz with 0.82 and Hamon with 0.73 are developed in terms of educational indicators, and the cities of Iranshahr, Zabul, Zahak, Fanuj, Kanarak, Nikshahr, Hirmand, Mirjaveh are semi-developed and the cities of Zahedan, Delgan, Mehrestan , Khash, Saravan, Sib, Soran, and Qasrqand are semi-developed and the cities of Sarbaz and Chabahar are considered undeveloped. This research was done to study the effects of study methods (Murder and reciprocal questioning) on students’ academic achievement. The statistical population was included 850 female students studying at the first grade of high-school in Bonab in 2011-2012. The research method was quasi- experimental with pre- test & post- test. Using random sampling method 80 students were chosen as the sample size, which included there classes, two of the, as test group and the third one as witness were used. At first a pre-test was given to the testes of three groups, then the test groups were trained in the methods of study skills during eight 45-minutes sessions, at last a post-test was given to them. The study skill was considered as independent variable, the educational development was considered as a dependent variable. ANCOVA and a correlatedt-test statistic were used to test the hypotheses. The results showed that there was a significant difference between the learning rate of the students who were trained by the study skills and that of the control group.   Manuscript profile

The current research was conducted with the aim of investigating the role of long-term and short-term orientation of students in electronic learning. The research method was applied in terms of objective and descriptive survey in terms of data collection. The statistical population includes all students of Ardabil Azad University in the academic year of 1400-1401. Based on Morgan's Table, 367 people were selected as a sample using simple random sampling method. The structural equation modeling was used using SPSS and Smart pls to investigate issues related to validity and reliability of variables and causal relationships between them and explanatory power. The data collection tool was a standard questionnaire, 33 closed-ended items on a Likert scale. The validity of the questionnaire was measured based on the opinion of experts, and the reliability of the research was checked and confirmed using Cronbach's alpha coefficient. The results of statistical analysis showed that system quality, information quality, and service quality have a significant effect on user satisfaction. Also, user satisfaction had a significant effect on the benefits of using the system, and long-term and short-term orientations had an effect on the benefits of using the system. Manuscript profile

This study compares democratization in Iran and Turkey. We show that Iranian and Ottoman society experienced the wave of democratization in 1906 and 1908 respectively. Our argument is that democratization is the result of the combination of three causal conditions, educational development and the agency of political actors and the agency of social actors. Theoretically, educational development only can potentially facilitate the process of democratization, but this is dependent on how political elites respond to it. The strategic choices made by the élites determine the main process of democratization. This study uses comparative historical analysis. Methodologically, the comparative historical analysis focuses on both historically interpretive and causally analytic. The findings indicate that the educational development as a structural resource in combination with the strategic choeces of political and social actors such as negotiation or coalition or the creation of a social movement has led to democratization.
