An Integrated Method for Detailed Plans’ assessments by using Plan process Result (PPR) and process Policy-plan/Program Implementation) PPIP) Case study: Region 6 of Shiraz Detailed Plan Detailed plan is the most guiding and systematic tool for implementation of a city master plan. Despite of its importance certain evaluation of its efficiency has rarely been done. In order to fulfill the objectives of a detailed plan, its success, strengths and weaknesses should be scientifically assessed. There is a gap between planning of a detailed plan and its execution, resulting from the missing link in the process of urban planning and the implementation of urban plans. Therefore, to achieve a dynamic continuous and flexible planning and minimize the gap, the evaluation of detailed plans before and during the process of its implementation is a necessary task for urban managers. This paper aims to assess the detailed plan of region 6 of shiraz by using an integrated method. By studying comprehensive methods for evaluating urban plans and reviewing the literature related to the different methods and techniques, a combination of the two methods of "Plan Process Result" and "Plan/Policy Implementation Program" are selected for assessment the efficiency of the mentioned case study. The next step was to introduce and select the suitable evaluation criteria according to the situation and the conditions of the detailed plan of Shiraz (region 6). The detailed plan of Shiraz was first prepared by one of the consulting urban planning firm in 1372 and revised in 1383. The main aim of this new plan in regard to region 6 was to reinforce and enhance the importance of the this region in the West of Shiraz. To do this , the objectives of improvements of physical, environmental and social and urban management based on public participation was considered To gather and analysis the data needed for the study, different techniques had been used such as content analysis of master and detailed plans related to the selected criteria, interview techniques and some field studies. Factor analysis and analyzing strengths, weaknesses, opportunities and threats (S.W.O.T) and AHP method are used for examination of the procedures. The results of the study shows that the conformity, internal and external consistency have gained high score in relation to other criteria such as connectivity, urban development direction, human and financial resources and user participation which the two latter have got the lowest scores. AHP method was selected for determining the weight of the criteria the scores are as below: conformity (./26), internal consistency ( ./38), connectivity (./.96), external consistency (./145), Urban development direction )./.43), human and financial resources and commitments ( ./.27) and public participation (./.41) . To reduce the deficiency of detailed plans, it is recommended to use social plans for a better public participation in urban planning. Also an systematic approach and providing strategic plans instead of physical plan are useful. Increasing financial resources and paying attention to local organization are the most important tools for managing the implementation of detailed plans. Manuscript profile

In past times, Tehran citys solid waste management was included mostly collecting and burying waste. Environmental knowledge was increased over times due to improvement in environment technology and sciences and so the relationship between the public health and environment became more obvious. Main waste producer sections are trading centers such as hotels and restaurants which mostly produce semi-household wastes. According to studies undertaken on District 6 of Tehran city, hotels are the main waste producers. The most part of waste composition includes organic and regenerative matters with plant-and animal-based origin (70%). So solid waste management must concentrate mostly on such materials separations and compost production. Hotels solid waste management is a topic which yet no study has been implemented about it or if any, there is no publication in general and expertise libraries about the subject. The present study has been carried out since 1385 to 1386 aiming to investigate the current status of solid waste management dominated on Tehrans hotels. There are 72 hotels, 180 hostels and 160 restaurants in the city. Study areas include waste production rate, distinction of physical composition, Storage, collecting and transportation systems. To improve waste management task it is necessary to obtain required knowledge about these steps. Data gathering with respect to hotels solid waste management was performed through referral for sampling (random selection), physical analysis and questionnaire completion in which the later was carried out with 11 copies for hotels in District 6. The questionnaires have been standardized according to Delphi method. Among hotels with various ranking in service delivery quality, two hotels were selected randomly and considered for investigation, (in some cases with seemingly more changes, the number was increased to 4 hotels). Sampling of two hotels (Enghelab and Azadi) in the District was carried out with 3 referrals for Physical analysis and waste fractions weight was measured separately. Above mentioned trading units have been selected randomly for physical analysis and because of waste composition similarities in hotels (due to undertaken studies), a bin was selected randomly for every trading unit which then was analyzed physically. Step sampling method has been introduced for final conclusion. Based on the project findings, hotels’ waste production per capita is bout 1-1.5 kg. It was also observed that waste separation is not undertaken in 36.3 percent of hotels but 63.6 percent do the task mostly for dried bread. The study shows the average percent of waste physical composition in hotels is as following: 75.8% wet residual, 14.6% plastic, 1.5% metal cans, 2.5% paper, 3% glass and 2.5% other materials. It was also shown that 27 percent of hotels were not equipped with bin and 45 percent had 1.2 and 3 bins, 27 percent had more than 4 bins. Waste collecting procedure is carried out in un-mechanized collection system in 27.3 percent of hotels which 36.4 percent of them are satisfied with mechanical waste collection and 36.4 percent are very satisfied with the method Manuscript profile

Nowadays, urban management can influence the stability of neighborhoods. Currently, the most effective, least costly and the most sustainable approach for urban management practice is “good urban governance". The main objective of the current study was analyzing the “good urban governance” model in local sustainable development of neighborhoods in District Six of Tehran. The research method is descriptive- analytical. Hence, initially the neighborhoods in District Six were investigated in terms of indicators of good urban governance and local sustainable development by using entropy of Shannon weight model and VIKOR. Further, to explore the relationship between local sustainability and good urban governance, Pearson's Correlation and Multivariate Regression were used. The results of VIKOR Model indicated that neighborhoods in District Six are weak and unstable in terms of good urban governance and local sustainable development; moreover, in terms of good urban governance indicators, Gandhi Neighborhood held the first position and Behjat Neighborhood held the last position. Likewise, Argentine Neighborhood was the most sustainable neighborhood and Nosrat Neighborhood was the most unsustainable neighborhood with regard to local sustainable development indicators. The results of Pearson Correlation Test indicated a statistically significant relationship between good urban governance and local sustainable development in neighborhoods of District Six. Finally, the results of Multivariate Regression Analysis showed that among the indicators of good urban governance, participation index had the greatest impact on local sustainable development. The purpose of this study is to provide a model of a health-oriented city in the direction of livability in region one of Tehran. The purpose of this research is basic-applied research that on the one hand with documentary-library studies to study the dimensions, definitions and theoretical framework of the research and on the other hand with accurate field observations to collect the necessary data and information in the area. The case studies lead to research questions. After determining the dimensions and indicators of the research (in the form of dual dimensions), the data were analyzed using Lisrel software and factor analysis test; and for the final approval of the information model, we entered it in Smart PLS software and proceeded to confirm the model. The results of the analyzes showed that all relationships were confirmed with 99% confidence and none of the indicators had a factor load of less than 0.5 and the significance coefficient of all indicators was confirmed and the factor load of all questions was higher than 0.7. All indicators were confirmed for homogeneity with variables. the validity of the structure including convergent validity was examined; also, the results of the existing evaluations showed that the Institutional-Managerial dimension with the greatest impact in the first place are the indicators of achieving a healthy and livable city. Then the Physical-Environmental dimensions and Urban Economy in the second priority, and respectively the Urban Community dimension, Urban History dimension, Environmental dimension in the third priority, from the perspective of the greatest impact on the dimensions of a healthy city in order to achieve livability in district one of Tehran.
