The objective of thepresent research is to investigate the level of quality management of this organization based onthe criteria and basic standards of EFQM model (European Foundation of QualityManagement).In this case study, analytical survey is used to navigate through and compare results with theEFQM model assessment. The research society includes 23 top managers and also the staff ofthe National Documentation Organization & Library of the IRI. The samples of 300 staff arechosen according to Julie Jonin and Michael Mark pattern (1983).The questionnaire has 50 questions which are distributed among the samples. Informationcollected is analyzed by Statistical inference and the relationship between variables is analyzedby SPSS. Results showed that the Documentation organization& NLI is achieved to nationalrate of 643/87 total points, which in comparison to 1000 points is in preliminary level amongselected award winners.         The present research investigates the degree of the comprehensive quality maturity in the centrallibraries at the universities of medical sciences in Iran thus providing guidelines for their promotion.The objectives of the present research study lies in the determination of the level of theComprehensive Quality Maturity using the EFQM model of evaluation(European Model of QualityManagement ) as well as the determination of the relationship between the quality level of librariesand satisfaction of their users. The analytical measurement method was used in this research andconclusions drawn through comparison and evaluations made between the results and the EFQMmodel as the criteria of comparison.The research sample included all the vice-chancellors in research affairs and heads of the centrallibraries affiliated to the University of Medical Sciences in Iran the numbers of whom was deliberatedthrough a simple count. Also using the sampling technique of Michael Mark & Julie Jonin (1983 ) anumber of Academic Staff using the library were included. The data gathering tools comprised of a50-item questionnaire based on the EFQM model made available to the research vice-chancellors aswell as the heads of the libraries and a 22-item user-satisfaction questionnaire.The collected data was analyzed through descriptive, inferential statistical procedures making use ofminitab and spss statistics Analytical tools. The results of the analysis revealed that the centrallibraries of the Universities of Medical Sciences in Iran enjoy a level of commitment to excellence andall of the 5 enabler's criteria with regard to excellence stood loest .Also no relationship was observed between the ratings ( quality standards ) of the libraries and usersatisfaction. In conclusion and with retrospect of the results revealed by this research, a number ofsuggestions were made to promote the degree and level of the comprehensive quality management inthe said libraries.         Providing superior quality and keeping peoples satisfied are rapidly becoming the ways construction companies differentiate themselves from competitors. Many companies are, however, frustrated in their efforts to improve quality and customer satisfaction through the implementation of total quality management (TQM).Total quality management (TQM) was first introduced as a business management approach in the post-World War II era when Deming and others successfully reinvented the Japanese economy. Beginning in the early 1980s, American business leaders looked to the philosophy, principles, and TQM tools to improve the economy. More recently, education leaders have begun to recognize the potential for TQM applied to educational organizations especially in university. Quality management provides a connection between outcomes and the process by which outcomes are achieved. If, as many people realize, the cause of failures in education is a problem in design, quality management may be regarded as an ideal systemic process for managing change in public education. There has been some reluctance to apply quality practices to education, yet central to Deming’s methods and management philosophy is an insistence that anything can be made or done better. Americans have steadfastly held the belief that education is the fortification against poverty and social unrest. There exists, however, a subtle pessimistic attitude that people are doing the best they can with what they have. The message appears to be that education can only be successful with certain students. Deming (1992, 6) writes that with its “underuse, misuse, and abuse of skill and knowledge...the United States may be the most underdeveloped nation in the world.” Improvement with all levels of students must be viewed as not only possible but also essential. The highest level of quality principles is in learning. This is where it impacts the classroom. To achieve the desired results, educators must question their core teaching and learning processes and methods. The main aim of this study is to find required skills of urban planner to enter to work and assess status of achieving these skills be using total quality management method. Firstly, skills requirements were found by using literature reviews and with depth interviews from faculty members of Islamic Azad University of Mashhad. The next step was to evaluate TQM to understand how much it can response to skills. It was evaluated by questionnaire, which was produced by American Federal Institute (1990) with 8 criteria and a total of 48 items. To obtain TQM accountability response to help with these skills. The method of paper is practical and descriptive and number of sample is 76 of faculty members of Islamic Azad University of Mashhad. To analysis questionnaires a single-sample of T-Test method was used. Findings show that status of TQM is lower than standard average and there is also a vague understanding of the eighth principles of TQM items in faculty members. It is suggested to boost this status, it is necessary to increase level of participation of experienced, motivated and activated professors and assistant professors to have interaction between management and department of education.         Introduction & Objective: This study aimed Analyzing the relationship between organizational culture dimensions and comprehensive quality management components among staff of the Urmia University. Research method: Using a descriptive-correlational research method, 200 employees were randomly selected according to the faculty of the place of service, proportional to the size of each college. For collecting the data, a standard questionnaire on universal quality management based on Malcolm Baldrige and a standard organizational culture questionnaire based on the Denison and Spectorizer model were used. To determine the reliability of the Cronbach's alpha coefficient in a preliminary study on a sample of 30, the total quality management questionnaire (α = 0.813) and organizational culture questionnaire (α = 0.882) were obtained. Results: The research data were analyzed based on the hypotheses of the research and analyzed using MANOVA analysis. The results indicate that: between organizational culture components (development culture, group, rational and hierarchical culture) with comprehensive quality management components (leadership, strategic planning, customer focus, information and analysis, human resource management and process management) has a positive and meaningful relationship. Conclusion: The results of this study indicate that the type of organizational culture affects the implementation and implementation of comprehensive quality management, therefore, in order to implement universal quality management in universities, its organizational culture should be examined and, if necessary, its cultural structure To take place.           Abstract   Today, attaining Total Quality Management (TQM) for viability and sustained competitveness on national and international areas is must. Continued training of employees is a major tool in achieving TQM. The principal aim of this study is to analyze the effect of TQM training on bringing a change in the organizational culture and behavioral patterns of Telecommunication employees in chaharmahal and Bakhtiyari. The design of this study was quasi experimental. For this purpose, using a randomized simple technique, some 25 and treatment of the experimental goup with 22 three-hour long sessions on TQM and another non-registered group of 25 specialists matched with the first group were selected as the control group. Then were measured for behavioral pstterns by Soosman and Depe's(1989) Organizational Culture lnventory and the researcher developed inventory, both the experimental and control groups were measured using the same inventories. Upon initial administration, the reliability of the inventories using Cronbach's Alpha coefficient was 0.81 for organizational culture and 0.84 . Professors confirmed the validity of the inventories. The results of analysis of covariance showed that treatment with TQM training for the experimental group in the post-test scores of organizational culture and behavioral patterns were improved (P < 0.01 ). In a repeated follow-up within six months, it was established that there still a significant difference between the mean score for the experimental group and that for the contro group. Thus, a significant leve yielded both for the organizational culture and the employee's behavioral patterns (P < 0.01 ). Thus, it can be concluded that the effect of training on organizational culture and behavioral patterns in the experimental group was positive. Manuscript profile

        Nowadays, Iranian designers, contractors, and government agents encounter with a lot of problems in their construction projects. The main reasons of the occurring problems can be incorrect designing, the perplexity of technology, variety of expertise needed, plenty of activities and number of stakeholders engaged. For these reasons, the project is not usually completed in due time and in the amount of the predicted cost scope. Value engineering (VE) is a problem-solving method (PSM) based on the systematic job plan and creativity. VE aims at reviewing the project and identifying the opportunity of saving project cost and time. Regretfully, in the same cases, VE is not adjusted with needs, specifications, and limits of project construction and that cannot remove the problems. This paper can use concepts and techniques of total quality management (TQM) for developed VE structure and increase its effect on the construction project. To create a new model, first, VE, TQM, and problem of construction project were reviewed. Robins Organizational Culture questionnaire (1996) and the Total Quality Management questionnaire of Quality Federal Institute (1990)&nbsp; were used for collecting data.         The issue of quality, with the expansion of human knowlege, is of utmost importance. Therefor high quality products and services are proposed as the development code of organizations and service agencies. In this study we are looking for the relation between Total Quality Fork Model and performance quality of the staff of the Ministry of Health, Treatment and Medical Education. The variables of Quality Fork Model are: management commitment, management education, management of daily ( routin) activities, management of the relations between units, and management of organization's policies. The research design of this study is descriptive-correlational. The statistical society of tid study contains of all of the general managers, their assistants, middle managers, senior experts, experts, and department heads of three assistances of Ministry of Health, Treatment, and Education. In order to measure the variables of the study we used 5 optional Likert type questionnare that consisted of 31 questions. This questionnare was distributed between 96 managers, assistances, and directors of mentioned departments. The results of the study have confirmed 8 hypotheses among 11 hypotheses of the study with 95 percent possibility. The results of the survey of the participants in current situation have shown that the variables of management commitment, management of organization's policies, and the performance quality of the stuff were 95% significant and desirable, the variable of relation between units was average, and the two variables of education of managers and management of routine activities were undesirable.         The present Study is descriptive survey and evaluates the level of TQM in public libraries in Eastern Azrbaijan and evaluates presents a procedure to promote it. Variables considered are: commitment, customer integration, training, realism, participation and cooperation and continuous improvement. The statisiticale population, was all 94 directors working in public libraries, East Azarbaijan and the tools for gathering data was researcher made &nbsp;questionnaire.The managers of public libraries in East Azarbaijan completed which includes six components with 42 questions.The reliability, using cronbach alpha was 0.75 . The descriptive and inferentiale statistics were used to analyze the data. According to the results of t-test, there is significant difference between the status qua(sample average) and optimal(theoretical mean).The results indicate that the situation of public libraries in East Azarbaijan Province, based on totale&nbsp; quality management, in general, is relatively higher than average level and is considered desirable.         Present research has been done to Study the Total Quality Management (TQM) status and presenting proper procedures to improve it in Tabriz Medical Sciences University. The methodology of the research is descriptive-survey and its aim is functional. The statistical population included all managers in the Educational &amp; Research department, Treatment Department, Faculties &amp; educational hospitals of Medical Sciences University which added to 300 people. The statistical sample size according to Morgan table, was 169 people. Data gathering was done by researcher-made questionnaire. The validity of the questionnaire, confirmed by the ideas of supervisor and advisor professor, the reliability using cronbach&rsquo;s alpha was 0.96. Factor analysis was also used to classify the questions and the amount of KMO = 0.91 was greater than 0.5, so the number of samples were good to perform factor analysis. Descriptive statistics was used.&nbsp; To respond the questions and inferential statistics t-test, one-way (ANOVA) and Pearson correlation was used to test hypotheses. The results showed that the status of components of total quality management at the University of Medical Sciences is moderate. The results of tests also, showed that there wasn&rsquo;t significant relationship among the educational administrators in terms of gender, degree, field of study, work experience, management experience, and academic rank and position. But TQM regarding the managers, work position showed significant difference. As TQM in Education Development Centre (EDC) got the highest value. Manuscript profile

        The main purpose this research is to study the customer-orientation management index and its relationship with organizational commitment in Islamic Azad University, Izeh Branch. One of the fundamental hypothesizes of this study is existence of a meaningful relationship between the customer management index and organizational commitment in Islamic Azad University, Izeh Branch. The statistical populations consists of all the official employees and full-time faculty members of the Islamic Azad University, Izeh Branch, and the research sample includes 114 subjects selected by using stratified random sampling. In order to collect the data, a researcher-devised questionnaire of total quality management with the reliability of 0.955 and Meyer- Allen&rsquo;s organizational commitment questionnaire were used. The statistical t-tests of independent groups, the t-tests and correlation coefficient were to analyze the data. The results indicate that there is a significant relationship between customer management and the employees&rsquo; and professors&rsquo; emotional commitment, between customer management and and the employees&rsquo; and professors&rsquo; rational commitment, and between customer management and the employees&rsquo; and professors&rsquo; norm commitment in the Islamic Azad University of Izeh.         In the sophisticated world of modern business and with regard to the limitedness of resources, knowing about the information of industrial management, though preliminary but fundamental, seems necessary for all. Production programming in most companies and organizations still utilizes outdated methods that are not compatible with the technological developments and modern science of management. So managers are trying to use the methods which are devised and applied by researchers to improve their production service. One of the factors that can help the perpetuity of economical services is production process improvement issue, which has preoccupied the managers of the leading organizations. Therefore, in the present research, first the effective factors on improving productivity have been investigated by interviewing experts, and by testing the research hypothesis concerning the relation between success and prioritizing the processing factors effective on productivity through the use of Freedman test.         Regarding the growing attention to the role of quality in organizations different approaches have been presented.Total quality management (TQM)is a management system that the organizations may apply to control their goods and services as well as the sale process to present them.the effects of this system on performance have been examined several times and led to valid results.Hence,to improve the organizational performance that can be the result of TQM.just imagine an inefficient but complicated orhanization.this research intends to add a systematic view to quality control by examining the intermediating role of market orientation (MO)and recognize the joint effects of this two managerial approaches on organizations,performance.In other words,the current research seeks to examine the effects of TQM on performance(service quality) through the intermediation of MO.To do so,the data were collected using a self-administered questionnaire that included 37 questions.The reliability of the questionnaire for pre-type was 0.83% and in general estimated as 0.91%.The final results revealed that MO cannot play the intermediating role in TQM affecting on performance.
