The statement of the second step of the Islamic revolution was presented as a strategic plan by the leadership on the 40th anniversary of the victory of the Islamic revolution, which should be considered as a detailed vision document, based on the main mission and ideal of the revolution and a road map to reach the new Islamic civilization. And the characteristics of young people become important.The main purpose of the research is to investigate the personality characteristics of a young religious believer on the way to achieve the ideals of the revolution and the efficiency of the Islamic system based on the content of the text of the statement. It is necessary to extract this civilization.The research method is the qualitative content analysis method, in the first step, the researcher carefully studies the text of the statement with the qualitative content analysis method, extracting and categorizing the components and categories related to the main variable, and in the second step, using the theme analysis method, the network of themes. Its drawing and accreditation was also done.According to the obtained results, the above model has four dimensions, including: “entering the second stage of self-improvement, socialization and civilization, the great blessings of the Islamic Revolution, the axis of the realization of the advanced Islamic system, the second step and the main headings and recommendations” and 40 features and sub-components in reaching It was identified with the goals of the Islamic Revolution and was chosen and presented as the main model for the movement, recognition and introduction of young people who have set foot on this path. In recent years, the idea of "good governance" has been proposed to explain the relationship between civil society,government and the private sector,which aims to increase the effectiveness and efficiency of the political system. At the end of the fortieth anniversary of the Islamic Revolution, Ayatollah Khamenei issued the strategic document "Declaration of the Second Step" in order to elevate the country and address the concerns of the nation by increasing the effectiveness and efficiency of the political system in relation to individuals. The statement of the second step of the revolution is concerned with various and important topics in different dimensions. One of the main ways to realize this statement and to activate political, cultural and economic institutions in this direction is to include the main elements and the hidden and obvious requirements of the statement in the policy making, followed by the planning and action of different departments within the government. By identifying and classifying the political themes in the statement of the second step of the revolution by the method of theme analysis, this research has identified and presented the components affecting the country's political sphere in order to move in this direction. Based on this, first 40 key statements related to the political field were classified from the text of the statement, then by examining these statements, 29 basic themes were obtained, after summarizing and categorizing the basic themes into 9 organizing themes and finally 4 comprehensive themes were obtained became. The relationship between overarching themes and other themes was drawn in the form of a theme network. The concept of justice and how to provide a platform for it in a civil society is one of the most important issues that require reflection and deliberation, as it is considered as a fundamental principle of the foundation of the survival of any government. Establishing justice in the Islamic society, which includes basic security and well-being, along with the economic growth of the Islamic society and providing the grounds for spiritual growth for individual citizens, is a key task for the Islamic society. In our jurisprudence sources, citing the infallible imams and the enlightened verses of the Qur'an regarding justice, many themes can be found. In this regard, the statements of the Supreme Leader for many years revolved around justice and the fight against corruption, an effort to realize this principle as fully as possible in the society. It is always the guiding light of officials and members of the people that no common sense dictates against it. The current research aimed to analyze the obstacles to the realization of meritocracy facing the attraction of elites in the country's management levels and the ways out of it, relying on the statement of the second step of the revolution. The main question was to investigate the obstacles to the realization of meritocracy and the solutions for its realization under the attraction of elites in the managerial levels of the country. The method was analytical-descriptive and relied on library resources. The findings showed that the first obstacle is the weakening of meritocracy by overemphasizing on work history, and the solution is youthism and trusting the elite. The next challenge is the non-compliance of the selection criteria with the operational needs of the organization, the solution is to use talented human resources and also eliminate discrimination in the distribution of public resources. Non-granting of rewards based on organizational status is the third challenge, the solution is the realization of justice and narrowing the field of discrimination. The lack of attention to ethics and its promotion is the fourth challenge, and returning to the spirit of ethics caused by the revolution and holy defense was considered as the main solution. The last challenge is the lack of effect of performance evaluation results on the job conditions of employees, the solution is to give effect to the results of performance evaluation, to pay attention to the spiritual competence of people along with the conditions of performance evaluation and to record actual performance.
