        This article tries to explain the types of damageable textures and indices of identification of worn textures and indicates the causes of its emergence. It also offers some suggestions to exit from the current situation and to modernize the urban texture. For this purpose, using the experience of the city of Kashmar, these approaches were experimentally evaluated.This article deals with the typology of definitions, concepts and improvement strategies for the worn textures, explains the existing worn textures of Kashmar city and their classification using hierarchical AHP analysis method and GIS software and indicates how the effective organs interfere in these textures. Finally the worn textures in the city of Kashmar are classified in four categories "worn textures with historical value", "worn middle textures ", " worn rural -urban textures (with a rural core)" and "worn marginal textures"  and the way of the intervention of the government and people's participation in the reform and reconstruction is expressed.  Manuscript profile

        The center of the political, economic and cultural buildings in Iran is Tehran, where almost the entire city is on a fault and is at risk. Other problems such as  over-population, vehicles, worn tissue, etc.  cause environmental pollution and unsustainable city residents ; therefore,  city managers are too much  worried. That has led them to think and provide strategies to solve problems, particularly in the context of environmental problems caused by the wear in the metropolis. This study aimed to evaluate the improvement of environmental awareness in Tehran of those who were  worn tissue repair experts. Applied research and descriptive research methods have been deployed. The awareness of the seven aspects of the environment  of these experts were attempted and the results are shown in this research. The concepts of environmental awareness of environmental experts were shown to have been satisfactory, but in other aspects they were recognized as unaware. Experts were found in various aspects to differ by gender. Knowledge also  plays a significant role in the perception of these experts.   Manuscript profile

        Nowadays, the vulnerability of cities, especially old structures, to natural disasters such as earthquakes has become a global issue for experts in various fields. This issue has become more acute in recent decades for countries like Iran, which have natural and risky structures. The main question arises: which approaches and policies have been evaluated as successful in revitalizing worn-out and inefficient urban areas? Furthermore, what is the optimal policy for intervening in the renovation of Tehran's worn-out urban fabric? This research aims to determine the optimal policy and approach for intervening in Tehran's dilapidated urban areas based on experiences, with three sub-goals. The first sub-goal is to describe the indicators and criteria of the approaches and policies used in two decades of intervention in Tehran's dilapidated urban areas, including economic, physical, social, environmental dimensions, and significant thoughts and events. The second sub-goal involves explaining the indicators and criteria of the approaches and policies used in two decades of intervention, expanding upon the dimensions covered in the first sub-goal. Finally, the third sub-goal aims to elucidate the differences between the approaches and policies implemented in two decades of intervention in Tehran's dilapidated urban areas. The research method employed is descriptive-analytical, with grounded theory utilized throughout. This approach led to the formulation of a contextual theory for two decades of intervention in Tehran's dilapidated urban areas, comprising four causal conditions: background, continuity, and consequences.         Nongovernmental organizations that are independent of the government try to defend the special interests, such as social, cultural, physical, etc. One of the needs of citizens in cities with inefficient textures is the existence of grassroots and nongovernmental groups in order to recreation, because attention to these textures in order to attract private sector participation and removal of their instability has become a central issue, and non-governmental organizations are scrambling to recreate the city by preserving the original characteristics. Mahdieh neighborhood faces with problems such as skeletal deterioration of buildings, and social, cultural and environmental issues. It is introduced as an ineffective neighborhood in Shahrekord and recreation in the neighborhood with the participation of grassroots organizations, Nongovernmental organizations and the support of government institutions seems necessary. This article aims to address strengths, weaknesses, opportunities and threats in this neighborhood by using the potential of Nongovernmental organizations. It also aims to provide some strategies to improve the current situation and recreate Sustainability of the neighborhood. Desired information in this research is provided in the form of library, documentary, interviews and field studies. The results indicate that the role of external factors in the failure of the inefficiency of Mahdieh neighborhood is more than internal factors and aggressive strategy are suggested. Based on Qspm model, the best strategies in order of preference, are using the potential of councils, increasing the role of public participation, and creating applications that are needed in the neighborhood.         Most of the ancient Iranian cities share in them, and the new towns of Alhadas and the Neobian satellite towns that emerged in the past few years, generally following the general urbanization policies of the previous cities, are often historic Iranian cities. This paper deals with the economic and social evaluation of remodeling plans for traditional urban worn textures. The study area is the traditional and worn-out texture of the large Tehran market. The research method is evaluation and evaluation. According to the research subject, the participatory approach has been extracted by studying the theoretical foundations of effective criteria and indicators on remodeling and renovation of traditional urban worn textures. Then, these criteria were refined and categorized into a measurement model based on the aforementioned research possibilities and limitations, the status of the case sample and the goals of the approved plan and research. A questionnaire was used to examine and analyze the results. In this study, residents and authorities were asked to rate the factors and their factors, from very bad to very good, in order to evaluate the indicators. For this purpose, the questions were designed in a form consistent with this spectrum. The evaluation results showed that the goals and objectives stated in the approved plan were compared with the world standards, compared the approved goals of the project with the current status of the neighborhood, evaluated the project from the point of view of neighborhood residents, evaluated the plan from the perspective of managers and municipal officials, and evaluated the success rate of the project.         Renovation and remodeling of worn-out textures in metropolises is a policy that has become a major priority or one of the most important metropolitan municipal programs. The issuance of municipal bonds to finance the renovation and refurbishment of wornout textiles has been declining first due to the failure of some municipalities to repay debt that led to default, and secondly due to the complex administrative structure surrounding the issuance process, state budget alignment, approval process by city council, municipality, municipal agencies, ministry of interior, central bank, council of economy, parliament, etc., so we face financial instruments that has not been fully successful in recent years. On the other hand, the lack of a suitable mechanism for designing new financial instruments that can reduce the complex administrative bureaucracies and provide reliable resources to finance these projects is a necessity that is reviewed in this article. In the present article, while presenting the general patterns of financing urban renewal textures, a brief description is provided for the depository and lending system and then a review of the process of establishing a municipal investment fund, and finally, a model of securitization as a design mechanism for financing improvement are made with regard to legal and tax restrictions.
