        Along with the development of urbanization and social and economic changes of cities, the establishment of smart city as a strategy to reduce the problems produced and at the same time the necessity of cooperation of governance dimensions has been considered. The purpose of this research is to formulate the role of triple governance in establishing a smart city. In this research, the process and dimensions of the smart city, as well as governance models, were studied and analyzed by theme analysis. The present research was conducted using a qualitative method by conducting semi-structured interviews with 16 academic and urban management experts. The results showed that in order to establish a smart city, it is necessary to apply three types of governance with cooperation and coordination based on the conditions and duties of different institutions; For this purpose, 9 main strategies for each governance were identified at the three levels of system, organization, and individual, which have been analyzed in this study. Considering the wide level of information and communication technology programs in the smart city, providing continuous strategies in mega-cities can lead to increasing the effectiveness of the duties of the government, private sector and civil society.         The current research was conducted with the aim of analyzing the indicators of the smart city governance model based on urban justice with the approach of electronic participation. The participants of this research were municipal managers and urban planners with a teaching experience of at least 15 years and a master's degree or higher. The selection of people was done by purposive sampling with the criterion of teaching experience in the elementary education period. Sampling was done with the participation of 18 experts. The data collection tool consisted of two parts, 1- examination and exploration of upstream documents, urban planning documents in the library section, 2- semi-structured interview in the field section, where the semi-structured interview with the participants continued until the theoretical saturation stage. To analyze the qualitative data, the theme analysis method based on the Atreide-Sterling model was used. In order to ensure validity, the interview questions were approved by 3 experienced urban planning and management experts, 1 of whom had a master's degree and 2 had a doctorate. And in order to measure reliability, Krippendorf's alpha coefficient was used, which was confirmed. ATLASTI software is used in the theme analysis. The results of the factor analysis show that among the 176 indicators (items) available, 33 basic themes can be identified and 9 categories of constructive themes have been obtained. And the new is next to its traditional functions. With these interpretations, the goal of this research is the realization of a smart city based on the physical indicators of smart growth. The research method is applied in terms of purpose and descriptive and analytical. The required sample size was calculated based on Cochran's formula and Morgan's table, and according to the total number of the statistical population of the study, which is 160 people, the sample size of the study was 113 people. The data was collected using a researcher-made questionnaire. The findings show that among the regions of Ardabil city, regions 1 and 4 had the potential of a smart city with 0.33 and 0.26, respectively, and region 3 with a score of 0.20 had half the potential and region 2 as well. With a score of 0.19, they lacked the potential of a smart city. The results show that there is a significant difference between the urban areas of Ardabil in terms of compatibility with smart urban growth indicators, and the extent to which different areas have research indicators is not the same. In such a situation, the smart city has been considered by planners as a strategy to reduce the problems of urban population growth and rapid urbanization. Urmia, as the tenth most populated city in the country and the second largest city in the northwest of the country, has seen significant growth in recent decades, Therefore, it will be an important issue to measure and evaluate the feasibility of the smart city indicators and examine and solve the challenges ahead in the development process of this city. The current research under the title of evaluating the realization of smart city indicators in Iranian cities is a case study of Urmia city in terms of method, descriptive-analytical and in terms of practical purpose, which was initially prepared using library studies, existing documents and information on the theoretical charge of smart cities, and since the main goal of this research is to evaluate the realization of smart city indicators. Therefore, one should try to understand that branding is not the only management and communication of a brand. It should be a complete management process, constantly evolving, which should include all key aspects of the identity, reality and development of cities and destinations, and should also be able to include aspects and realities of the territory even if they include them. The current research is quantitative in terms of purpose, application and methodology. Library sources and field research (questionnaire) have been used to collect information. For sampling from the statistical population, the urban planners of the sixth district of Tehran, Yousef Abad neighborhood, are considered. For this purpose, random sampling was used in this study. According to the opinion of professors and consultants, the size of the statistical sample is 30 people due to the unknown exact statistics of the number of experts in the field of urban planning. Questionnaire validity, content validity and reliability were determined using Cronbach's alpha as 0.88. Descriptive statistics were used to describe the data and SPSS software was used to analyze the data. The data analysis showed that there is a significant relationship between the physical and environmental components of the urban branding of Mahlesfabad and the smart city at the 95% confidence level. It is also possible to provide an unlimited amount of information about Yousef Abad neighborhood by holding various exhibitions and events, online information (or city branding in virtual space and social networks) and websites designed with a domain name specific to the city.
