Abstract :
Background and purpose: Organizational numbness, as a core challenge within government institutions, underpins the stagnation of both individual and organizational performance. This study aims to develop and elucidate a model of organizational numbness specific to government organizations in the Kurdistan province.
Research method: The approach of this study was a mixed-methods exploratory design, incorporating both qualitative and quantitative components. The qualitative portion employed a phenomenological methodology, utilizing semi-structured interviews for data collection. The quantitative portion involved a researcher-developed questionnaire with data analysis conducted using confirmatory factor analysis and structural equation modeling via PLS software. Thematic analysis based on the Brown and Clark (2006) framework was applied to analyze qualitative data.
Findings: The proposed model comprehensively encompasses three primary levels: individual, management, and organizational, each consisting of multiple components. The findings from the quantitative analysis demonstrated that the organizational numbness model exhibits validity and demonstrates an appropriate model fit.
Conclusion: Based on the findings, developing a conceptual model of the causes and dimensions of organizational numbness can serve as a valuable tool for guiding the formulation of policies and strategies aimed at enhancing the work environment within government organizations.
