Abstract :
The quality of education in schools is one of the key factors in the development of human resources and social progress. This study aimed to design a model for improving the educational and developmental quality of public secondary schools in Mazandaran Province. The research was qualitative and applied-developmental in nature. Participants included academic experts, school administrators, researchers, and education professionals. Through theoretical sampling, 23 individuals participated until data saturation was achieved. Data were collected through semi-structured interviews and analyzed using grounded theory. The results showed that improving educational quality requires identifying and modifying effective factors in this area, including six core elements (causal conditions, central phenomenon, strategies, contextual conditions, intervening conditions and outcomes), a total of 510 initial codes, 139 concepts, 4 themes (drivers, barriers, stimuli, and requirements), and 34 categories. The findings indicate that improving the quality of public secondary education in Mazandaran requires structural and managerial reforms, as well as the implementation of strategic plans at macro, meso, and micro levels. These efforts aim to enhance student performance, increase satisfaction among parents and educators, transform organizational curriculum content, and contribute to the development of a modern and dynamic society.
