Abstract :
Firefighting organizations play an essential role in ensuring the safety of the living environment of citizens in all cities, and today, with the increase in the variety of dangers of modern life, the importance and complexity of firefighting missions has also increased all over the world, including our country. The success of this organization, like other organizations, depends on the existence of competent human resources and their high-level performance. Therefore, identifying strategies for developing human resource capabilities is a basic necessity for these organizations. One of the most fundamental actions in realizing the aforementioned approach is to develop a framework or competency model for different organizational jobs. In this article, the competency model of the shift commanders of fire stations in Qom city has been presented using a semi-structured interview based on thematic analysis method. This model consists of five comprehensive themes, seventeen organizing themes and one hundred and three basic themes.
