Identifying the Drivers in Developing Generation Z Competencies: A Futures Research Approach in the Human Resources of the Ministry of Science

Abstract :
This study aims to identify the key drivers influencing the development of Generation Z competencies in the Ministry of Science using a futures research approach. The research methodology combines qualitative and quantitative approaches. In the qualitative phase, the statistical population included senior managers and consultants of the Ministry of Science with sufficient expertise in human resources and intergenerational studies, selected through purposive sampling and the snowball technique. Data collection in this phase was conducted through semi-structured interviews, and the data were analyzed using open, axial, and selective coding to identify key themes. For analysis, modeling and simulation techniques were applied to assess scenarios for developing Generation Z competencies. The findings revealed that the essential competencies required for Generation Z include innovation and creativity, communication skills, technology utilization, time management and prioritization, cultural and social awareness, emotional intelligence, and continuous personal development and learning. These competencies served as the foundation for designing various scenarios and formulating appropriate strategies for the development of Generation Z human resources in the Ministry of Science. The study's results provide practical recommendations for policymakers to enhance the competencies of the new generation in response to environmental changes and future transformations.
