Examining the Role of Human Resources in the Implementation of the Government's Economic Policies

Abstract :
The purpose of this research is to identify the effective factors on implementation of government's economic policies in administrative organizations, focusing on human resources factors. The policy implementation stage is a decisive stage of economic policy process that determines the form and effect of the policy and at the same time is at the intersection of policy, politics and the public. According to the nature of the research, Grounded Theory approach has been used. For this purpose, after conducting interviews with 20 experts in the field of economics and implementing policies, the process of open coding was started and after axial coding, a model of these factors was obtained. In order to evaluate the validity of the research, data triangulation method and to confirm the reliability, the retest reliability method was used. As a result of conducting these interviews, 109 categories were extracted and in coding process, propositions were identified in the form of 26 codes, and then causal, intervening, contextual conditions, central phenomenon, strategies and consequences in this area were determined. The causal conditions include policy-making approach and formulation, characteristics of the implementers, infrastructure and resources, legal conditions, and economic factors. The strategies include culture and capacity building, organizational entrepreneurship, evaluation and monitoring, integrated management, communication network, empowerment, motivation, training, provincial commitment and support of senior managers. Economic stability, health, housing, security, welfare and social security can be mentioned among the consequences. Intervening conditions in the problem of this research include crises, influential political groups and accidents.
