Abstract :
Urban managers in Iran and around the world are concerned about finding sustainable revenue sources for municipalities. The lack of a thorough understanding of how to do this is one reason why municipalities struggle to secure sustainable revenues. This study sought to develop an operational policy framework for generating sustainable revenues for municipalities in Mazandaran Province. The population of the study consisted of municipal managers, sustainable revenue experts, university professors specializing in and researching into sustainable revenue policymaking, and managers of institutions and organizations associated with municipalities. Snowball sampling was used to select the statistical sample, which resulted in the selection of 19 experts. The data were collected through open-ended interviews and analyzed using the qualitative content analysis. After open, axial, and selective coding, four dimensions were identified: (1) Increasing operational revenues including government financial support, local taxes and fees, and service charges; (2) Developing tourism and sightseeing including cultural tourism, tourism marketing, tourism infrastructures, and entrepreneurial tourism; (3) Creating income-generating jobs with parameters of waste management and entrepreneurial revenues; and (4) Reforming the municipal revenue policies including investment development, policymaking for accessing new resources, and streamlining the economic assessment/discernment system.
