Abstract:Fatalism means that a power, aside from a person's will, changes or determines his/her destiny. This power can be God's will, or a social factor like the government. development means gradual growth, progression empowerment and growth. The question, that how much people know their success or failure as a result of their performance quality, was one of the issues that were discussed with participants in this research. The purpose of this article is to present a sociological analysis of the concept of fatalism and its status in Ilam and to analyze the role of this belief in development in the province. The method of research in this study is based on the combination of a type of consecutive (qualitative -quantitative) and grounded theory or fundamental theory. twenty five citizens from Ilam (over 15), in all accusations, and from sexes, men and women, participated in this study. In Ilam, the city with 20000 people, in the small part the sample size was determined using the Cochran formula, with a precision level of 7% and a total of 196 people and the obtained data were adapted to the findings of the quality method. The findings of the research showed that there are two types of religious and social devotion among the people of the city of Ilam. Religious Fatalism is widespread among religious, middle-aged, and more educated people, and more social fidelity is prevalent among young people at the age of employment, and they are seen as barriers to development.
