The purpose of this research is to design an index to measure the quality of natural resources management based on the approach of good governance in the public sector of Iran. In the qualitative part of the research, the findings from the background and interview to design indicators and dimensions of the quality of natural resources management in the framework of good governance principles were categorized and its content validity was confirmed by experts.
