Abstract :

Our pre assumption in this article is that cultural factors can also have aneffective role in foreign policy along with other factors of power. Thenecessity of research on this pre assumption is that consideration to themodern approaches in foreign policy is of the mental preferences of a highsection of geniuses of each country. Therefore, we seek the answer of thismain question that “What relationship do cultural factors of Iran have or canhave with foreign policy?” To answer this question, we have first studied therole of cultural factors in foreign policy through a documentary method. Theresults from this study indicates that culture is an issue equal to other factorsof power (political, economical, military and technological), and in sometheories, it is the most important factor and is considered as the base ofconvergence or divergence of nations and various fields. In the followingarticle, this issue is explained. The outcome of this study is preparing aproposal model for the foreign policy, based on cultural management, andwith making it operational, a situation will be created in which the foreignpolicy of the country can operate more successfully.
