        Background: Scientists conducted various studies and programs to attract staff to participate in organizational affairs but the main challenge is studies do not overlap each other, the practical evaluation of participatory performance is difficult, not a common understanding of the precise concept of partnership.the lack of comprehensive system for evaluating organizational participation. Objective: The aim is presenting an evaluation model of participation in public organizations. Method: This is exploratory ,descriptive and applied,data obtained qualitatively, based on the Grounded Theory, at a specific time from Interview with Elites, Governmental Personnel and Officials.The relations and aspects identified by MAXQDA Software and an evaluation model was presented. Results:In the Open Coding Process, 1075 Conceptual code was Identified and converging of them in the Axial Coding,resulted in 13 Categories includes:The concept,Scope,Causal Conditions,Contextual Conditions,Intervening Conditions, Environmental Conditions,Strategy,Process ,Form, Outcomes ,Evaluation and Organizational participation System. The concept of Organizational participation system as a Central Phenomenon was selected and the dimensions and specifications were identified and explained.Finally based on Aristotle's four causes namely: Casual, Ultimate, Formal and Material, a model of organizational participation evaluation was presented.         Background:Today governments around the world are modernizing public services and ways to provide them with interaction with citizens through the use of information and communication technology; Accordingly, the development of e-government, which is one of the axes of the administrative system reform policy, was examined. Objective: To provide a conceptual model of the concepts and categories of e-government development. Methods: The research paradigm is an interpretive approach that used the inductive approach of the Foundation's data theory strategy and in addition to the data obtained from reviewing the relevant texts and documents, the opinions of experts and experts were also used. Tan was interviewed in 11 sessions. The analysis tool in this research is max qda software. Results: Extracting 10 basic categories, 54 concepts and determining the relationships between them in the form of a conceptual model. Conclusion:By improving the quality of policy-making, resource provision, efficient and effective investment, the development of e-government should be accelerated and in this regard, the successful experiences of other governments should be considered.         Context and Purpose: Human resource management policies and practices in family companies can shape the skills, attitudes, and behaviors of individuals to do the work and bring them closer to corporate goals. Method: A sample of 108 managers and shareholders of family-owned companies was selected by random sampling. Data gathering tool was Masagatos et al. (2018) standard questionnaire .validity and reliability coefficients with Cronbach's alpha coefficient. the constructs of the relationship skills enhancement staff (0.94) Employee Motivation Skills for Relationships (0.84) Skills for Skills Employees (0.77) Motivation Skills(0.83) were confirmed. Structural equation modeling was used to test the hypotheses using PLS software. Results: there was a positive and significant relationship between HR policies, skills enhancement and motivation of employees with and without relationship with organizational HR quality. Generation change stages did not play a moderating role in enhancing the skills and motivation of unrelated employees and the quality of organizational human capital. But the relationship between skill enhancement and employee motivation moderated the relationship with organizational HR quality. Conclusion: the positive effect of HRM measures on the tendency of non-relational employees to develop human capital quality is independent of the stage of change in the generation of family-owned firms Manuscript profile

        Background : In the twentieth century , information and communication technology has rapidly spread across the globe and has affected many aspects of human life so that it is impossible to imagine an activity without information technology. Objective : The purpose of this study was to investigate the effect of using information technology on increasing decision making among Sepah Bank managers. Method : applied in terms of purpose and application in terms of the nature and method of descriptive survey. the research is a correlation type. Two questionnaires were used to collect information about the information technology and decision-making qualityrespectively. The statistical population of the study consisted of all sepah bank managers in the city of Tehran, which equals to 700 people. Cronbach's alpha the study also came in at over 0.7 . with Cochran formula, 260 individuals were selected as samples. Descriptive and inferential statistics were used for data analysis. Results using SPSS software and structural equations using SmartPLS software .         In this research, the researchers sought to formulate a desirable model of public administration reform in the Iranian Pension and Service Compensation System. To elaborate and develop a desirable model, the structural equation modeling technique with LISREL software was used to confirm the desirable situation. By comparing the current and desirable situation with the 23 items in the final stage, the results showed that there are many differences between the existing situation and the desirable one which need to be further worked out and planned in the 23 departments of workers 'and employers' representation in the formulation process.         Objective: The purpose of this study was to compile the guidelines for sports development of Abadan Oil Refining Company with a multi-criteria decision-making approach that has been done by applied-analytical method. Methods: The present research is applied in terms of purpose and in terms of how to collect information of mixed type (qualitative and quantitative). The statistical population of the present study included athletes, club managers, as well as academic experts in the field of strategic management in sports. The statistical sample of this study also included the Strategic Council, which was selected from the above community in a targeted manner and their number was 17 people. Findings: A questionnaire was also used to rank the identified strategies in accordance with the hierarchical analysis method. Partnership strategy with free zone in developing and strengthening the city's sports infrastructure with a total weight of 0.163 and strategy for developing the education system and upgrading all human resources (managers, experts, technical staff and athletes) with a total weight of 0.146 are the most important development strategies the sport is Abadan Oil Refining Company.         Background: In recent years, entrepreneurship has become one of the main streams in the field of economics, in which the need for an entrepreneurial policy-making system and its implementation in banking has become one of the most complex issues for managers. Purpose: The purpose of this study was to investigate the effect of entrepreneurial banking on the policy-making system in Sepah Bank using mixed method. Methods: The statistical population of the study consisted of 105 managers of Bank Sepah Branches. By stratified random sampling method, 83 people were selected as sample based on Cochran formula. The data gathering tool was a questionnaire whose validity was confirmed by the faculty members and its reliability was confirmed by the combination of reliability and alpha Cronbach. Accordingly, after investigating the literature of the research and making comments on the experts in the field of policy making, effective factors were identified. Results: Data analysis with structural equation modeling was performed using partial least squares method and Smart PLS software. The results of the research indicate that the components of the policy-making system in the bank have a positive and significant effect in terms of entrepreneurship with a coefficient of 0.57.         Abstract According to the results of many researches, informal learning is the most important of instruments of the development and it plays an effective and important role in competencies development. The aim of this research is to identify the effective factors on the use of informal learning, informal learning methods and outcomes of informal learning by human resources managers and research is done by using an exploratory mixed method and an in- depth and objective interview. Statistical population of this research is human resource managers in large organizations in IRAN. The model has been tested quantitatively and by using of the LISREL software. The results of this research showed that individual and behavioral features and managerial - organizational factors were identified as effective factors for informal learning and informal learning have outcomes for person and unit of human resource and organization.
