Review and explain the Human Resource Management Model in Client-Centered Government Organizations (Case Study of the National Organization for Civil Registration)

Abstract :

the principle problem in this study is the lack of coordination between Human Resource Management and Other Management Subsystems of the Civil Registration Organization .The research method is descriptive-survey according to the research process, . The statistical population in the qualitative section includes university experts and faculty members and experts in the field of human resource management as experts who have been selected through purpose sampling method 10 people and in a small part all managers of Tehran Civil Registration Organizations 260 people were selected by counting method. The data collection tools were interviews and a researcher-made questionnaire. The results of Delphi interview analysis showed that the dimensions of human resource management model in client-centered organizations are: performance management (client satisfaction, teamwork performance, responsibility). Resilience, individual skills, efficiency and effectiveness); Talent management (discovering and identifying people's talents, evaluating and using people's talents, creating a platform for the growth and development of talents; attracting, retaining and promoting (performance results, competencies, creating motivational programs); Determining the required competencies, assessing the status of individuals' competencies), Salary (individual performance, experience and work experience, reward and punishment system and individual training and development (educational needs assessment, specialized trainings, in-service training, General Education.)
