Behavioral Capacity Building Model in Implementing a Comprehensive Welfare and Social Security System

Abstract :
In the present era, welfare and social security systems are recognized as one of the fundamental pillars of sustainable development and social justice. This research was conducted with the aim of designing a behavioral capacity building model in implementing a comprehensive welfare and social security system. The research is applied and developmental in terms of purpose and exploratory in terms of data type, and the sequential exploratory mixed approach was used. In the qualitative stage, using the content analysis method, the model was designed through semi-structured interviews with 15 academic and executive experts of the Ministry of Cooperatives, Labor and Social Welfare, which resulted in six dimensions, eighteen components, and fifty-four indicators. Structural equation modeling was used to validate the model, so that a questionnaire was designed based on the factors collected in the qualitative stage and distributed among 199 executive managers of the Ministry of Cooperatives, Labor and Social Welfare to evaluate the relationships between indicators and components. The quantitative phase data were analyzed using Smart Pls version 3 software. The research findings showed that the behavioral capacity building model in implementing the comprehensive welfare and social security system includes the dimensions of cognitive capacity building, motivational capacity building, organizational social capacity building, communication capacity building, cultural capacity building, and empowerment. Quantitative analyses also confirmed the significance of the relationship between the indicators and components in question. The research results can contribute to enriching the theoretical literature in the field of behavioral capacity building and pave the way for the optimal implementation of the comprehensive welfare and social security system.
