Legislation constitutes one of the most critical responsibilities of the Islamic Parliament. Given its pivotal role in addressing the country's political, economic, and social issues, evaluating this institution and identifying factors that influence its performance takes on particular significance. This necessitates the development of a suitable model for assessing its performance. Therefore, the primary aim of this research is to provide an efficiency measurement model for evaluating the legislative performance of the Islamic Parliament. To achieve this goal, considering that the Islamic Parliament primarily operates as a service-oriented institution where the consumption of inputs is not of utmost importance, we have utilized the technique of Data Envelopment Analysis (DEA) without explicit input data. Additionally, in consideration of the existence of undesirable outputs, we have applied the assumption of managerial disposability. Based on these considerations, we have determined and compared the legislative performance of the Islamic Parliament over eight periods (from the third to the tenth period) using models assuming efficiency on both constant and variable scales. با توجه به اهمیت تصمیم گیری ها و تصمیم سازی های مجلس شورای اسلامی بر زندگی جوامع انسانی، ارزیابی کارایی ادوار مختلف مجلس، شناسایی نقاط قوت و ضعف آن و عوامل موثر جهت بهبود عملکرد دوره های آتی حائز اهمیت است. چرا که اصلاح فرآیند تصمیم‌گیری منجر به تصمیم‌های درست و ارتقا اوضاع سیاسی و اقتصادی آینده کشور خواهد بود. در این راستا هدف تحقیق ارائه یک مدل مبتنی بر تحلیل پوششی داده‌های دو مرحله‌ای جهت ارزیابی عملکرد ادوار مختلف مجلس شورای اسلامی (دوره های سوم تا دهم) از دو دیدگاه قانون‌گذاری و نظارت می‌باشد. در روش پیشنهادی هر یک از دوره‌های مجلس شورای اسلامی به عنوان یک واحد تصمیم گیرنده دو مرحله‌ای در نظر گرفته شده که مرحله اول آن بعد قانون‌گذاری و مرحله دوم بعد نظارت می باشد. نتایج حاکی از آن است که به طور کلی 50% دوره ها کارا و 50% دیگر ناکارا می‌باشند. دوره های C، D، G و H به طور کلی و در هر دو بعد به عنوان دوره‌های کارآمد، دوره B در حالت کلی و بعد نظارت و دوره A در بعد قانون‌گذاری به عنوان ناکارآمدترین دوره‌ها شناسایی شدند. متوسط کارایی بعد قانون گذاری و نظارت نیز نشان می‌دهد که به طور کلی مجلس شورای اسلامی طی ادوار مختلف از نظر قانون گذاری عملکرد بهتری نسبت به نظارت داشته است. در واقع ضعف عملکرد بعد نظارتی نسبت به بعد قانون‌گذاری تمامی ادوار منجر به ناکارآمدی بیشتر در میان دوره های ناکارآمد شده است.
