Abstract :
The present research is applied-developmental in terms of purpose and descriptive-survey research in terms of correlational research type and exploratory mixed method has been used. In order to design a model of social innovation with an entrepreneurial development approach in the General Directorate of Roads and Urban Development of the northern provinces, fuzzy Delphi technique has been used in various stages of research. In the qualitative stage of the decision team consisting of experts (university professors and senior managers Roads and urban planning of the northern provinces) were 50 people who participated in this study as a decision team in identifying indicators and dimensions of variables, which were selected using non-random (targeted) method and snowball method. In a small stage To collect data, the statistical community consists of experts from the road and urban planning departments of the northern provinces, whose number is 1000. The Krejcie and Morgan table was used to determine the sample size of road and urban planning experts in the northern provinces. Therefore, the sample size was 278 and the sampling method was stratified random. According to the results of research and theoretical literature in the field. Social innovation was classified into seven general categories (social goals-social transformation-capacity-building-organizational management-social entrepreneurship-institutional transformation and public services). Index of structural factors, skill factors, environmental factors and behavioral factors have priority. Social entrepreneurship, capacity building, social transformation, organizational management, institutional transformation, social goals and public services have priority.
