Designing the efficiency model of municipalities based on good urban governance (case study: Lorestan province)

Abstract :
The aim of the research was to design the productivity model of municipalities based on good governance. This research was conducted using a mixed exploratory method (qualitative and quantitative). The statistical population in the qualitative part included university experts knowledgeable about productivity and good governance (until reaching theoretical saturation), and the quantitative part included all mayors, deputies and managers of municipalities in Lorestan province. The statistical sample of the qualitative part included 20 academic experts and the quantitative part included 254 people (the number of the available population). In its qualitative part, it was implemented using the theme analysis method in ATLAS TI software, in the quantitative part, it was implemented with partial least squares method in SMART PLS software. Qualitative data were collected through semi-structured interviews and quantitative data were collected through an 82-question questionnaire. 82 primary codes, 14 basic themes and 5 constructive themes in most clusters of accountability (2 themes), rule of law (3 themes), legal structure (3 themes), social structure (2 themes) and management structure (4 themes), identification And the relationships between them were drawn and presented in the form of a paradigm model. 5 indexes and 14 components with factor load, average extracted variance and high convergent validity (0.4), Cronbach's alpha coefficient and high combined reliability (0.7), high t coefficients (1.96) were confirmed. Based on the findings of the present research, the productivity model of municipalities based on good governance, in order of priority, includes strategic insight, policy making, efficiency and effectiveness, flexibility, participation, consensus building, justice and fairness, transparency, governance, Law, accountability, regulatory quality, political stability and non-violence, curbing corruption and accountability.
