Abstract :
The welfare and social security system is considered one of the most basic prerequisites for the economic, social and cultural development of countries, and for this reason, it is considered as the most important lever for establishing social justice in civil societies. The purpose of this research is to study the comparative study of the social security system and provide a welfare model based on evidence and experiences. In this research, a qualitative comparative research method was used to compare social security systems. Comparative studies emphasized the similarities and differences between Iran's social security system and selected countries in various fields. In this research, we compared 6 countries (Sweden, Germany, America, Canada, France, Australia) as a statistical sample to be compared with Iran's social security system. In all the studied countries in the insurance branch, the social insurance branch is based on employment and there is a labor-employer relationship in it, it relies on receiving insurance premiums from the insured, the employer, and sometimes government assistance. In these countries, people do not pay insurance premiums, and national and tax revenues are the financial source of social security plans. The presentation of the proposed model showed that Iran's social security system should have appropriate planning in terms of (economic components, health and treatment, relief and rescue, organizational coordination, support and rehabilitation and implementation of policies).
