Abstract :
The main goal of this research is to explain the feasibility criteria for establishing a public-private partnership system in Iran with the approach of organizational responsibility and providing a desirable model. The research was carried out using a combined qualitative and quantitative method. The statistical population of the qualitative section included managers, university professors, members of the Iranian Chamber of Commerce, and professional experts; The non-probability sampling method was targeted/snowball and the sample size was determined by the theoretical saturation method. In the quantitative stage, 295 people were selected from the total statistical population of 1860 employers, consultants and contractors active in public-private partnership projects using a simple sampling method based on the results of 19 questions for the variable of establishment feasibility criteria with validity and reliability of 0.581 and 0.877 and 21 questions for the public-private partnership system variable with validity and reliability of 0.579 and 0.882 respectively and 13 questions for the organizational responsibility variable with validity and reliability of 0.513 and 0.853 were confirmed. The collected data were analyzed using Smart-Pls I and SPSS software, and based on the results of both research variables, there is a significant relationship with the public-private partnership system variable. The fit coefficient of the final model of the research is equal to 0.64 and it shows the perfect fit and confirmation of the final model.
