Abstract :

Abstract The current research was conducted with the purpose of designing a model for the implementation of the policy of the Ministry of Communications and Information Technology based on the value system. This research is qualitative in terms of approach, and developmental-applied in terms of purpose. The statistical population of this research included 12 University professors in the field of management with specializations in policy making and organizational behavior and senior managers of the Ministry of Communications and Information Technology who were counted all people. In this research, in order to analyze the data, were used thematic analysis. The results showed that the factors affecting the implementation of the policies of the Ministry of Communication and Information Technology based on the value system include 38 basic themes (sub-factors) and seven organizing themes (main factors) of religiosity, education and development in The framework of the value system, responsibility, interaction and communication, organizational atmosphere and culture, justice-oriented and meritocracy.
