Smart service management and modern urban technologies jointly provide positive insights for modern urban management and can lead to the improvement of urban justice. The aim of the research is to provide a new management model of justice-oriented urban services based on smart technologies using the hybrid method. This research is developmental in terms of its purpose, and it was carried out using the qualitative approach and the meta-composition method of Barroso and Sandlowski (2007). The statistical sources of the research include websites and information databases in smart municipalities. It should be mentioned that these articles were not selected based on the criteria for entering the metasynthesis process. Qualitative content analysis method was also used to analyze the data. In this study, according to the findings, 61 indicators were identified in the form of 9 dimensions and 15 components under the three main concepts of modern management of urban services, including urban justice, integration of urban services, and smart service delivery. Next, the model of modern management of urban services based on smart technologies in the metropolis was identified. Iran design, validity and reliability of the model were tested. Also, the results of the research showed that the model of the present research, the healing version, was introduced in order to realize the new management of urban justice in the metropolises of Iran, which seeks to change and correct the inequalities of the public service system by using the new smart city technology as a new approach to urban management.
