        Most developed countries have already accepted‘’ Competency’’ as the major factor in making management more competitive, therefore they have discovered the importance of Qualification Models and their application to cause human resources growth. Consequently, their aim is to improve the qualification of their human resources, and to reach this end, considering different ways of assessing competence takes precedence. Correct choice of assessment depends on enough resources, factual support, suitable time and of course high level of coincidence of results in assessment with business aims, so it is possible to say that in order to design a robust model of assessing qualification, we are confronted with a process of decision- making with multiple limitations or a problem of MCDM. In this research, we have used ANP method as one of the new MCDM methods to assess qualification because this method raises the possibility to coordinate the effects of correlation and their reactions and simultaneously takes some systematic correlations under a close scrutiny. In this essay, by the help of these methods, we have presented a model that according to it the most significant qualifications of a construction manager has been classified and the most fundamental of them has been detected in order to find the best manager Manuscript profile

        Monitoring, control and improvement of quality are important for companies. Process capability indices (PCIs) are tools widely used by the industries to determine the quality of their products and the performance of their manufacturing processes. Classic versions of these indices were constructed for processes whose quality characteristics have a normal distribution. But, many of these characteristics do not follow this distribution. In such a case, the classic PCIs must be modified to take into account the non-normality, because the effect of this non-normality can lead to misinterpretation of the process capability and ill-advised business decisions. A non-normal model is the Rayleigh distribution which is very useful. This paper proposes a Clements’s method to estimate the PCIs for Rayleigh processes.         Today, one of the most fundamental issues within the field of industrial and nonindustrial activities is evaluate the costs performance of the units which are associated with industrial and nonindustrial activities. Data envelopment analysis (DEA) is a nonparametric method for evaluating performance. Fuzzy sets theory is a powerful tool for mentioning ambiguous situations. Traditional DEA models cannot work with fuzzy data therefor there is a need for a method which can evaluate this type of activities. Yet, in fuzzy data envelopment analysis, there isn’t a powerful method which can evaluate cost efficiency in fuzzy environment. In this paper, a new methods for obtaining cost efficiency measurement with data set of fuzzy numbers in various conditions (variable return to scale and constant return to scale) is suggested. These consist of situations where prices are fuzzy numbers and unknown exactly at each decision making unit (DMU). All offered methods are applied in an assessment project and results are mentioned.         This research tends to development of the requirements elicitation methodology with regard to operational nature and hierarchical analysis for complex systems and also, regarding available technologies. This methodology applies Analytic Hierarchy Process(AHP)and Analytic Network Process(ANP) to ensure traceability of planned qualitative and quantitative data from requirements to available technologies in hierarchical model. Studies show that about 22% of project failures in complex systems relate to incomplete requirements and variation in requirements. This methodology tends to increase knowledge and decrease uncertainties through leading design team in a structured process. Based on previous methods, a new methodology developed to remove the above-said complexity or challenges, performing to hierarchically decrease requirements i.e expectations of the stakeholders, i.e accessible technologies in developing system. A category of requirements is created to classify the information gathered during the problem definition.         Believe that VSM involves the concurrent improve of processes, organizations, and their supporting information systems to achieve radical improvement in time, cost, quality, and customer’s regard for the company’s products and services. Nowadays, simulation is the most important way to do VSM and improving logistics processes. A time study was performed by measuring the time duration per process and identifying different time drivers from direct observation, interviews and time templates. These results were then consolidated in to a generalized framework (simulated process) that was used to optimize material handling time and cost in logistics processes. In this paper, the process of loading, unloading and movement of the containers, in the firm has been studied. The aim of this study is to determine the maximum efficiency of process and movement equipment’s and also to minimized the cost and time for this purpose. Simulation and VSM processes have been used to study this system regarding the complexities of the logistics processes. At the end by designing and implementing of model in ARENA software, the results of implemented simulation, by study of alternatives have been analyzed. Finally, current optimization leads to increase efficiency inthe firm’s logistics and reduction of approximately 12% of the logistics costs and 35% of process cycle time. Manuscript profile
