چکیده مقاله :
این پژوهش با هدف ارزیابی و تبیین بازآفرینی بخش مرکزی شهر تبریز با رویکرد رشد هوشمند و در راستای توسعه پایدار محلات آسیبپذیر منطقه ۸ تدوین شده است. این مطالعه، از نوع کاربردی بوده و به روش توصیفی-تحلیلی بر مبنای مطالعات کتابخانهای انجام شده است. جامعه آماری تحقیق شامل کارشناسان و ساکنان بافت مرکزی است. در مرحله نخست، از روش دلفی با نظرخواهی از خبرگان استفاده شده و در مرحله دوم، با بهرهگیری از معادلات ساختاری و نرمافزارهای SPSS و AMOS دادهها تحلیل شدهاند. یافتهها نشان میدهد که در وضعیت کنونی، مقیاسهای طراحی، پیادهمحوری و عدالت بیننسلی اجرا شدهاند، در حالی که سه شاخص مدیریت و بهرهوری، مشاغل پایدار و ارزشآفرین در مرحله بالقوه قرار دارند. علاوه بر این، شاخصهای زیستمحیطی بیشترین اثرگذاری مستقیم و غیرمستقیم و شاخص فرهنگی نیز نقش مهمی در بازآفرینی با رویکرد رشد هوشمند ایفا کردهاند. بنابراین، در بازآفرینی بخش مرکزی تبریز، باید شاخصهای بررسیشده به صورت همزمان و یکپارچه در پروژههای بازسازی بافت مرکزی به کار گرفته شوند تا به پایداری هوشمند دست یابند. شاخصهای نهادی با ۲.۴۱ و اقتصادی با ۲.۲۰ وضعیت مشابهی نشان میدهند. ارتباط مثبت و معنادار بین شاخصهای رشد هوشمند و بازآفرینی با اطمینان ۹۹ درصد تأیید شد.
This research was conducted to evaluate and analyze the regeneration of the central district of Tabriz, adopting a smart growth approach in line with the sustainable development of vulnerable neighborhoods in Region 8. As an applied study, it employs a descriptive-analytical methodology based on library research. The study's statistical population consists of experts and residents of the central urban area. In the first phase, the Delphi method was utilized by consulting experts, while in the second phase, data were analyzed using structural equation modeling with SPSS and AMOS software. The findings indicate that, in the current situation, the scales of design, pedestrian-oriented development, and intergenerational justice have been implemented. In contrast, the three indicators of management and productivity, sustainable development, and value-creating jobs remain at a potential stage. Additionally, environmental and cultural indicators have played a significant role—both directly and indirectly—in regeneration through the smart growth approach. Therefore, for the regeneration of Tabriz's central district, the examined indicators should be applied in an integrated and simultaneous manner within central urban redevelopment projects to achieve smart sustainability. Institutional indicators (with a score of 2.41) and economic indicators (2.20) demonstrate a similar status. A positive and significant relationship between smart growth and regeneration indicators was confirmed with 99% confidence.
