چکیده مقاله :
هدف: پژوهش حاضر، بررسی نقش عوامل جذب‌کننده و یا دفع‌کننده دولت در مشارکت اجتماعی شهروندان برای حفظ محیط‌زیست شهری است. با توجه به روند فزاینده شهرنشینی و پیچیدگی مسائل زیست‌محیطی در کلان‌شهرها، ضرورت مطالعه علمی در این حوزه بیش از پیش احساس می‌شود.
روششناسی پژوهش: این پژوهش با رویکرد کیفی و مبتنی بر نظریه داده‌بنیاد انجام شده است. داده‌ها از طریق مصاحبه‌های عمیق و نیمه‌ساختاریافته با ۲۴ نفر از صاحب‌نظران و متخصصان حوزه محیط‌زیست شهری گردآوری شد. مشارکت‌کنندگان به‌صورت هدفمند انتخاب شدند و نمونه‌گیری تا رسیدن به اشباع نظری ادامه یافت. تحلیل داده‌ها در سه مرحله کدگذاری باز، محوری و انتخابی صورت گرفت.
یافته‌ها: یافته‌های پژوهش نشان داد که پدیده محوری «اضمحلال کارکردی» در مدیریت محیط‌زیست شهری، ناشی از اقدامات ناکارآمد، غیرکارشناسی و مقطعی دولت است؛ به‌گونه‌ای که این اقدامات نه‌تنها به بهبود وضعیت محیط‌زیست منجر نشده، بلکه موجب کاهش مشارکت اجتماعی، تضعیف سرمایه اجتماعی و احساس تعلق شهروندان به منابع و ثروت‌های ملی شده است. همچنین، یافته‌ها بیانگر آن است که نقش دولت در آسیب به محیط‌زیست شهری، چه از طریق اعطای امتیاز به بخش خصوصی و چه در زمینه ضعف مدیریت و نظارت، بیش از نقش شهروندان بوده است.
اصالت / ارزش‌افزوده علمی: بازنگری در سیاست‌های مدیریت شهری با تأکید بر مشارکت واقعی شهروندان، شفافیت، پاسخگویی و تقویت سرمایه اجتماعی، پیش‌نیاز تحقق توسعه پایدار و حفاظت از محیط‌زیست شهری است.
Purpose:
This study aims to examine the role of government-attracting or repelling factors in citizens’ social participation for the preservation of the urban environment. Given the increasing trend of urbanization and the complexity of environmental issues in metropolises, the necessity of scientific research in this field is more pressing than ever.
Research Methodology:
This research was conducted using a qualitative approach based on grounded theory. Data were collected through in-depth and semi-structured interviews with 24 experts and specialists in the field of urban environment. Participants were selected purposefully, and sampling continued until theoretical saturation was reached. Data analysis was carried out in three stages: open coding, axial coding, and selective coding.
Findings:
The findings revealed that the central phenomenon of “functional decay” in urban environmental management stems from the government’s ineffective, unprofessional, and short-term actions. These actions have not only failed to improve the environmental situation but have also led to decreased social participation, weakened social capital, and diminished citizens’ sense of belonging to national resources and wealth. Furthermore, the findings indicate that the government’s role in harming the urban environment—whether through granting privileges to the private sector or due to weak management and oversight—has been greater than that of the citizens.
Originality / Scientific Value:
A revision of urban management policies—with an emphasis on genuine citizen participation, transparency, accountability, and the strengthening of social capital—is a prerequisite for achieving sustainable development and protecting the urban environment.
