              Second homes are one of symbol for developing tourism in rural region and are indicative more longevity of tourist in rural region . The emergence and expanding this phenomenon may account as a symbol for capitalism growth in the rural communities which follow up the deposition and longevity in this community , leave remarkable economic impact in the  long - term .In Caspian coast , biginning and expanding the second home were more in coastal strip and shows almost a 3 decade experiences. This research using library and field study had been viewed the dimension and the trend of expanding second home in rural region of Bandar Anzali . The result indicate that expanding second home in this region generally , are influenced by the region geographical condition and local planning (for example, free zone) . The most number of second home had established in recent decade and the owner of more of this home are residence in Tehran ; and the stay opportunity to this homes are generally 3 weeks to one month in a year.         With regard to social justice, the distribution of facilities and services and their features are connected with social welfare inseparably so that one can not separate them from marginal issues such as inequality of citizens and personal freedom. We should remember that even the most attractive places or the best ones regarding accessability position and life can’t provide the residents with joy and welfare, if they are exposed to the lack or weakness of accessibility to resources and facilities. The distribution of the ideal and proper services and the enjoyment of social welfare is not a new issue but it has been influenced by our past performance as the welfare of the future will be affected by our present performance This research has investigated the space distribution of public urban services within  the Kermanshah city.For this, 21 compilations have been used and the distribution of public urban services has been investigated within the 5 districts of Kermanshsh city.For determining the degree of development within the five districts of Kermanshah city the taxonomy technique was used .The result indicated that the central district of Kermanshah is the most developed urban district within this city.. In addition, GIS technique has been employed for identifying the performance radius of the public urban services; Also, the enjoying and unenjoying districts have been identified. The findings of the research indicate that the space distribution of public services within this city has been accomplished much inequitably and it requires further public services. Moreover, this investigation indicated that in relation with dwelling indicator, there is a significant relationship between the average price of lands and per capital income and rental payments . It means that , the  more the income and the rental payments within the concerned urban districts , the higher the price of lands. This factor has led to the formation of the enjoying and unenjoying districts . Finally among the successful plannings we should resort to participatory planning and apply new programming techniques for overcoming such difficulties including GIS.                                                                                                  Manuscript profile

In Iran, like the most countries of the world, after increasing urbanization and appearance of economical, social and structural problems of metropolises, had been noticed some sovereignty-related challenges. Noticing this subject, the main question of this paper is "How is the process of metropolises perspective and it has what effects on the sovereignty of Islamic Republic of Iran?" with this hypothesis that the metropolises number are increasing and this process makes some changes in economical, political, social, ...fields of the sovereignty of Islamic Republic of Iran; we will study the differences between metropolises and global cities. Global attention was drawn to the desertification concept when a series of droughts began in the late 1960s  in several  Sahelian countries. The United Nations Conference on Desertification, held in Nairobi in 1977,not only launched the desertification issue into the political arena but also triggered a great deal of scientific interest and controversy. Decreasing of water supplies and the surface of plantation activities are the results of draught Shandiz district was faced with drought during 1375-85 and due to that event more than 50 percent of the springs in this area were dried, 64.9 percent of the surface of the gardens were reduced and three villages were  abandoned.         Tourism attractiveness's and capacities are considered as unique capital for every country and region which its recognizing. Classifying and planning   is of great importance in order to improve tourism. To do so, improving tourism industry requires comprehensive and effective scheduling whereas Iran has high capacity to improve this industry with respect to its unique features and capacities. The area under study is siahkal where is located on east Guilan province. This city enjoy all Guilan pleasant climates except coastal land climate and its climate ranges from plain climate to high to high land and mountainous ones. Tourism  in mountainous section of this city (i.e Deylaman) enjoys high capability with respect to attract tourism and improve this industry with %91/66 & %73 concentration on natural historical capacities and geographical special conditions. It has been tried  to analyze these region adjustment by recognizing , region capacities in plan high land and  mountainous region so that planning situation to be provided for every region.         One of the most important aspects of human life that has gained special value and attention in human societies is leisure time. So, there should be a systematic and principled planning for the youth that are the fundamental and primary capitals in each society. Regarding the significance of leisure and its potentially cultural and social advantages to the youth, especially young students, the present research has been conducted to study leisure time comparatively among boy and girl students at high school level in Somaesara. Since the research is conducted to study the present situation, the method used is descriptive-analytic through field study.  The subjects of study are boy and girl students at high school level in 88-89 educational year. Data collection is done through researcher-made questionnaire. Based on random sampling, 360students are selected according to Morgan table. To analyze the data and  explore the results, hypothesis testing is employed through inferential-descriptive statistics by the help of SPSS and EXCEL softwares. Based on the results reached, there is a significant difference among boy and girl students in their leisure time. This difference gets highlighted in summer. Similarly, the dire shortage of leisure facilities in Somaesara proven by the students’ needs and desires indicates that there is a no relation between the needs and leisure time creation.  One hypothesis is proven with significance level of 0.05.
