A suitable place for the establishment of industrial activities is one of the indispensable factors for industrial development, so addressing the issue of locating and assessing the location of industrial settlements is appropriate and the situation of these settlements in relation to each other and to the desirable location is important. The main purpose of this research is spatial and location analysis of Jolfa industrial town using combined AHP and ELECTRE methods. The type of research is applied and the research method is descriptive-analytical and documentary, library and Delphi studies have been used to collect the necessary data. After selecting the initial criteria, they were classified into four groups. Then questions and questionnaires were developed. In the Delphi method, 20 experts and specialists were polled. In this way, the data were collected and used. AHP model in Expert choice software environment was used to combine criteria and sub-criteria in order to identify and determine their weight. In the next stage, by applying the weights obtained from the AHP model in the GIS environment, the lands of Jolfa were identified. Then, completely suitable zones above 50 hectares were selected and evaluated and ranked using the ELECTRE model according to 16 important criteria involved in the optimal location of industrial settlements, and the most suitable sites were identified in order to evaluate the current location of Jolfa industrial town. The results of comparing the zones selected for the establishment of the industrial town with its current location showed that the current location of the industrial town in Jolfa does not correspond with the principles and criteria of a suitable location. One of the features of the proposed location for the construction of an industrial town in Jolfa is that the town with an area of 83 hectares is located at an altitude of 987 meters above the sea level and exists on lands with a slope of 2%. It should be noted that due to the presence of many micro-faults in Jolfa region, the proposed site is located at a distance of 1897.37 meters from the existing faults, away from agricultural lands, gardens and forests and in terms of lithology is located in resistant lands. Today, it is critical to apply the teachings and experiences of the past by using the models, especially a conceptual model making use of a local theory being compatible with the context of our country in order to improve the urban environment, such as renovating urban decay. Therefore, this research based its framework on a new process to achieve positive changes in rejuvenating decay areas. In this article, the "Balanced Renovation of Urban Decay" Theory was first explained and it was used in a case study (central urban decayed tissue of Zanjan). The results of the first step were used for "dynamic modeling of decayed networks". The research variables used for modeling included a large number of indicators, components and social elements of the urban decay, resulting from valid theoretical sources and field studies, questionnaires, as well as using the experts’ opinions through Delphi method. This is while they are finally reduced to important and effective indicators using factor analysis method. The present study was applied in terms of objective and a survey in terms of methodology. The statistical population of this study consisted of the residents and users of the decay central part of Zanjan, i.e., 375 citizens selected as the sample population by random sampling. The findings of this study in the "Balanced Renovation Model" suggested that the urban decay of central Zanjan was out of balance from a social dimension and the priorities for action to balance the area were determined. The output of the "Dynamic Software System Model" also indicated that system will be moving in an unbalanced direction in the future. Dynamic system models also confirm the accuracy of Balanced Theory results. The increasing growth of urbanization in terms of number and population in the last two decades without fundamental changes in urbanization patterns has caused many economic, social and environmental problems for its inhabitants. In order to overcome these problems, the idea of sustainable urban development and in line with it, new approaches and strategies such as smart urban growth have been proposed by urban thinkers. Smart urban growth is one of the new models of urban planning to organize the development process of cities and respond to the scattered urban growth. In fact, the smart growth strategy seeks to reshape cities and lead them to a viable community with access to a favorable environment, an integrated urban transportation system, urban congestion, and mixed uses. In the present article, the five urban areas of Marand have been studied in terms of urban land use according to the indicators of smart urban growth strategy. The research method in this article is "applied" and concerning the method is "descriptive-analytical". Using the AHP method, the desired indicators have been weighted and using the TOPSIS multi-criteria decision model have been analyzed and evaluated in the five areas of Marand based on smart urban growth indicators. The results of TOPSIS model show significant differences in terms of smart urban growth index and urban land uses in Marand urban areas. So that District 3 of Marand with a TOPSIS score of 0.1133 is in the first rank and District 5 with a TOPSIS score of 0.0128 is in the last one. Due to the inequality of areas, while paying attention to the strategy of smart urban growth in the whole city, districts 1 and 5, which are less developed, should be considered in the priority of development plans by city planners and authorities. One of the most important issues of the city and urbanization in Iran is the analysis of physical growth and development of the city and urbanization. In this regard, the overall goal of urban planning is to ensure the well-being of the people by creating a better, healthier, more effective and more pleasant environment. Therefore, land suitability analysis for urban development and identification of suitable priority lands for physical development is very urgent. Thus, the purpose of this study is to investigate the physical development of Nikshahr with emphasis on urban spread, to identify the factors affecting the physical development of the city, to recognize the capabilities and limitations of physical development of the city and to provide appropriate solutions for principled and practical planning and the physical development of the city. The methodology of the present study is descriptive-analytical and based on library, documentary and field studies, and Arc GIS software and fuzzy logic method in GIS environment have been used for data analysis. The results indicate that the main natural feature of Nikshahr is the heights, rivers and their sub-branches, which have caused the city to take a linear shape and extend along the southwest to the northeast. On the other hand, the heights in the north and parts of the south of the city and also in an area of the western body of the city have caused the city not to develop and expand in a north-south direction. Finally, it should be noted that the unplanned growth of Nikshahr can cause many problems, and on the contrary, the efforts for vertical and intelligent growth can lead to sustainable development.
