Rasht county, has been experiencing unique circumstances compared to its surrounding cities and have had a growing tendency to centralization, since the beginning of its formation. Formation of one-sided relationship and orientation of most of the vital and functional movements of the cities of the province toward the city of Rasht have led to seclusion and inactivity in other settlement points of the province. It seems that with the expansion of activities in the city of Rasht, this problem will be expanded. This study investigates the fields of centralization in the city of Rasht in three areas: administrative-political centralization, economic-service centralization, and centralization of the population. During explaining the most important symbols and instances of centralizations in mentioned areas, to reduce the centralization in the city of Rasht, orient the movements to the other points and consequently balance the movements and interactions, we use the new model Regional Development Strategy (RDS). Regional development strategy with its strategic, community-based and flexible thinking is very effective in the establishment of regional balance since this model attempts to exploit the capabilities, capacities, actions and cooperation of all the regions and organize them as well as possible. Accordingly, the main purpose of this study was to explain the factors affecting people's participation in the improvement and renovation of the worn texture of the Kheirabad neighborhood of Birjand city. This is a survey research by descriptive-analytical method and a questionnaire is used to data gathering. The population of the study was 1123 households living in Kheirabad neighborhood. Based on the Cochran formula, 163 households was calculated as sample size which selected randomly. The Mean and standard deviation used to describe the data. Data analyzing do by one sample T-test, Pearson correlation, multiple regression and path analysis. According to findings, respondents have the highest tendency to participate in decision making and have the least tendency to participate financially. The components of sense of belonging, trust and social solidarity, access to services, plans and supportive measures, institutional development and capacity building have an impact on the participation of people in the improvement and renewal of worn texture. Structuralism is a school of thought and a way of exploring the issues that comes from four close intellectual sphere: French sociology and Durkheim's ideas, Saussure's linguistics, Kant's philosophical roots and English and French anthropology. Structuralists always try to pull over the appearance of the things and achieve the constant and unchangeable principles; So pass the boundaries of philosophy and enter to mathematics, literature, architecture and even urbanism. They believe that the form or structure as a clear or hidden general framework of anything is the system that in which all components of the organization are related together and have harmonic function. With this communication and coordination they build the totality of the system and the existence of the organization depends on this harmonious relationship. Structuralists generally believed to holistic and this idea led to post-structuralism movement. From the post-structuralism perspective, this approach has a dominant and authoritarian nature and specify the function of the system formerly. Post-structuralism refuse any theory that explain general and universal explanation of the phenomenon, and any holistic and integrity considered inappropriate. In this article according to Saussure and Kant views, general discussion of structuralism reviewed and then the quality of the genesis and the characteristics of post-structuralism movement have been studied. In continue to rely on this belief of structuralists - as the body of every living being has a basic building and other organs work in the main building consequently – city as an organism has been studied and the view of structuralist urban planners has been expressed. In recent decades, Iran's cities, such as other cities of the third world countries have encountered significant transformations and in a short-term period, they have reached the manifold of their primary widths. Zahedan, during its 100 year life, has developed in an unbalanced way and has faced a quick development. The 32.5 time development of its population and 34 time development of its width indicate this issue compared to the first census in such a way that the development of this city has been in the horizontal direction and the continuous development of urban constructions have caused the ugly development of the city. Accordingly, in the present study, the correlation between the population and the amount of development and urban sprawl is investigated in Zahedan city using Shannon's and Holden's Entropy Models and Floor Area Ratio (FAR). The findings of the research indicate that according to Holden's model, Zahedan has been suffering the ugly urban development (sprawl) during the period of conducting the study. The entropy coefficient scores indicate the sprawl of Zahedan. Regarding the development of the value gap due to horizontal development and urban sprawl, theSmart and Compact City model is considered as a desired one for future expansion of Zahedan.
