With some reasons such as climate, type of materials, the lack of urbanism rules and standards in urban designing are faced with difficulty. Due to the any action planning and urban plans, need to remarks distinguished from economic, social, physical, legal and environmental points. In Kermanshah city suffered by old texture like Modras Street. Method: this study method was analytic-descriptive is due to the nature of the study required, data collected through field studies with observation and interview techniques have been used. Thus 50 interviews among citizens, experts and urban managers were conducted. Findings: The Findings indicate that 70 percent of respondents over 40 years of age, low education levels and the majority of households located on lower middle income groups. In studied individuals the local identity is moderate. Among the ways of citizen participation, surveys, training, and notification and Mass Media of the most important ways was selected; 67 percent of respondents Stated 'Getting a loan' as the best step into the urban renewal in this area. Results: results of this study suggest that not only motivates to participate is necessary (due to high financial risk and lower facility) is low level but also there is opposite organizations views concerned about doing projects.   Manuscript profile

        Introduction and purpose: It is not possible to implement comprehensive programs in the field of crisis management without the conscious participation of citizens, and it is necessary to plan with institutional capacity building and their empowerment in crises. In this regard, Tehran Municipality has started a popular and voluntary organization in the neighborhood house with the title of Durability and Safety House, so the purpose of this research is to provide a mathematical model to evaluate the performance of these Durability and Safety Houses affiliated with Tehran Municipality in order to promote community-oriented participation of citizens in crises. Method: The research method used in this research is applied in nature and its method is contextual-case. Also, a combination of two field and library methods has been used to collect data. In line with data analysis, the mathematical model of Rough Data Envelopment analysis has been used. Also, the statistical population of this research, in terms of examining the efficiency of durable and safe houses, includes 22 durable and safe houses, and in terms of determining the effective indicators in their selection, it includes 55 experts in crisis matters, and due to the limited nature of the society, all members of the society were considered as a statistical sample. Findings: The findings indicate that among the 22 durability and safety houses investigated, 11 areas are efficient and the rest are ineffective. Conclusion: Considering the central role of durability and safety houses and the participation of citizens in preventing the occurrence of crises, the need to stabilize and measure their performance and efficiency is of great importance. In this regard, it is necessary for the municipalities to cooperate as much as possible with the citizens and formulate coherent plans and implement them in durable and safe houses in order to reduce the scope of the crisis during and after it occurs.   Manuscript profile

        Introduction and purpose of the research: Today, due to the complex problems of metropolises in various fields such as air pollution, increasing the level of citizens' expectations, traffic problems and the like, many metropolises of the world have turned to using information technology tools and applying new technologies in the field of city management. As a result, it led to the emergence of electronic cities and increased citizen satisfaction. Therefore, in this research, you intend to investigate the effects of the implementation of the electronic city on the optimal urban management, taking into account the mediating variable of citizens' participation and the moderating variable of the smart city.Research method: In terms of the purpose, the present research is an applied research, and in terms of the method, it is a descriptive correlational type.         The current study was done aiming to evaluate the components of citizen participation for the Sustainabi lity environment of region number 2, of Ahvaz. The study was done using the descriptive-analysis method and to analyze the data, we used the SPSS software. The results showed thatregarding that regarding the various aspects of the urban persistence such as(Water, air, soil, green spaces, sonic, optimal and fossil fuels), the citizens, and their educational class have been able to quench the urban needs properly, in the 2nd region of Ahvaz.In addition, the connection between willing to participate in the urban expansion programs,and the citizen's educational classes have showed a meaningful relationship in the Alpha level, with the score of 0.01 and the unision coefficient amount of 0.166. To determine the connection between the union of participation in maintaining the urban Sustainabi lity environment and the age of citizens, the Pearson coefficient method. The amount of union coefficient equals –0.162, that shows the negative/inverse relationship between the said components. To rank the citizens' participation in these 8 indexes, we used the Topsis model. The results show that the optimal, soil and sonic indexes with the average rate of 0.53, holds the highest level of participation by the citizens, and the sewage and the green areas with the average amount of 0.22 are in the middle spots; also the indexes regarding the use of fossil fuel, water and air with the priority coefficient of 0.07 are at the lowest levels of citizen participation. The results showed that the sports tourism industry has 10 strengths, 14 weaknesses, 10 opportunities and 12 threats in different areas in the field of health of the citizens of the country. To rank each of them, Friedman test was used at the level of p <0.05. The matrix of internal factors of the sports tourism industry in the field of citizens 'health showed that the total score of the matrix is ​​2.927, which shows the strengths overcoming the weaknesses of the sports tourism industry in the field of citizens' health in Iran. The matrix of external factors of the sports tourism industry in the field of citizens' health showed that the total score of the external matrix is ​​1.573, which indicates the dominance of threats over environmental opportunities in this industry. Urban management is in a complex and diverse situation that requires the attention to new patterns of the administration of affairs, including the acquisition of citizens' satisfaction and participation in urban affairs, as well as the provision of conditions, environment, and facilities. The type of applied research is the development and method of collecting documentary and survey information. The statistical population of the present article is the citizens of Tehran's 2nd region, whose sample size was estimated using the Cochran formula 384 people. The results of the research showed that there was a direct and significant relationship between citizenship participation variables, respect and reverence for citizenship, age and income with citizenship satisfaction, but there was a significant difference between the variables of education and social awareness of citizens with citizenship satisfaction, respectively.         Nowadays, neglecting the environment and overlooking its problems is spreading rapidly. Efforts to develop and urbanize and ensure human well-being have disadvantages and benefits for humans and nature, and one of the disadvantages caused by society and its members is air pollution. In this research, the theoretical approaches of Bourdieu's lifestyle and cultural capital, Castells social networks theory and the biosphere of Habermas and others have been used. Since citizens can be effective in reducing air pollution with their attitudes and behaviors, the main purpose of this study is to investigate the attitudes of Meybod citizens towards air pollution and social factors affecting it. This research is a descriptive, analytical and survey type and the research population consisted of citizens 16 years and older, of which, using Cochran formula, 420 people were chosen via a multi-stage random sampling procedure. Findings showed that there was a significant relationship between the variables of age, marital status, education level, residence status, income and citizens 'attitudes toward air pollution, but there was no relationship between gender and citizens' attitudes toward air pollution. There was also a positive and direct relationship between lifestyle, cultural capital, social networks and a significant negative relationship between profit-orientedness and the dependent variable. The results of regression analysis showed that the remaining variables in the regression model determined 19% of the variance of the dependent variable and the variables of lifestyle, profit orientation and age, respectively, played the most important role in the regression model. The results showed that the citizens of Meybodi put an emphasis on the priority of preserving the environment in spite of income and profit from working in factories, and also the category of lifestyle has a greater share and weight in explaining the dependent variable, which if strengthened together with cultural capital can change the attitude of citizens towards air pollution and environmental protection. An example of this influence can be seen in the façade of urban buildings, which have found a disjointed structure in recent years. Considering people's acceptance of neoclassical (Roman) facades and the increase of this type of façade construction in metropolises, the present research seeks to investigate the causes of citizens' tendency to use Roman facades in buildings. Methodology The present research is applied in terms of purpose and descriptive-survey in terms of method. Lisrel and SPSS software and path analysis tests and confirmatory factor analysis were used to analyze the data and prove the hypothesis test.Geographical area of research The study area of the research is a district of Tehran city, which along with its boundaries has an area of about 181 square kilometers and according to the latest census results in 2015, it has a population equal to 494 thousand people.Results and discussion Investigations about the influence of economic, social, cultural and aesthetic factors on the tendency of citizens to use neoclassical facades and data analysis show the proof of research hypotheses. So that according to the output of Lisrel software, the values of the index with factor loadings greater than 0.3 and t-statistics higher than 1.96 are acceptable, economic factors, social factors, cultural factors and aesthetic factors respectively with values T (3/69), (2/07), (4/12) and (9/00) all correctly cover the variables and are valid. Conclusion The results of this research show that the effective factors in the tendency of citizens to use common facades are outside the framework of approved rules and laws. As long as the principles and rules for the design and implementation of facades are not developed, the process of façade construction being affected by cultural, social and economic conditions will continue.         Introduction The participation of citizens in the urban decision-making process is one of the main elements of comprehensive urban development that plays an important role in creating urban balance. The purpose of the current research is to evaluate the effective indicators in the participation of citizens in urban affairs with a modeling approach.Methodology The current research is applied in terms of goal setting and descriptive-analytical in terms of methodology. which has been identified from the opinions of 30 experts on this topic using the Delphi method. In order to analyze the information of 6 factors as strong influencing factors of citizens' participation in urban affairs, ISM interpretive-structural modeling was used, and then with Mic-Mac software and SPSS software.Geographical area of research The area under study is the city of Kermanshah.Results and discussion The results of the research showed that the effectiveness of the transparency index was more effective than other factors. Also, the results showed that the indicators of transparency, responsiveness, efficiency and participation and objective indicators are among the linked variables that have a high power of influence and dependence, but the transparency and accountability index are directed towards key factors and are at the border between the linked indicators and There are key factors that have high power of influence and low dependence and have the greatest impact on urban affairs, as well as subjective indicators of weak influence but high dependence and are most influenced by key and connected factors. And finally, suggestions have been made for the development of citizens' participation in urban affairs in Kermanshah.Conclusion The index of transparency and accountability has the highest score and the objective index has an unfavorable situation.         One of the effects of unorganized and immethodical growth and congestion of activities in urban areas in our country lies in big crowd and high rate of intra-city traffic accidents. That is why Iran is considered as one of the car accident-arising countries in the world. This article tends to have a general investigation over intra-city traffic accidents in the city of Bandar Anzali and their emerging factors in the citizens' views. Data are generally gathered through questionnaire in a field study. The results found indicate that weakness in public transportation system with high capacity of carriage, lack of special lane in the main street, apartment building, population increase, and poor public parking spaces are the main factors of crowd congestion and intra-city traffic. Similarly, selling excess building lands by municipality, migration, and narrow passages in old part of the city are the other factors of crowd congestion and intra-city traffic in citizens' views.  Manuscript profile

This paper is about to discuss urban management reinforcement through concepts of social justice, citizen partnership, collaborative and responsible urban management and citizenship affecting durable human development in Ilam. In citizen-oriented city, to improve and reinforce urban affairs management, participation of all users including government (municipalities), private sector and non- governmental organizations, people and citizens are inevitable things and citizens should in turn take more important steps to improve their city: Qualities of a citizen-based city are as follows: 1. The city in which urban management besides clarity and responsibility in its performance makes attempt to fulfill social justice and pay attention to people's demands. 2. Descriptive because it deals with non-manipulated variables and survey-based because it relies on questionnaire, data collection and extension of findings for population. Ilam, the central and the most important city is located in the north of province. Ilam as a first regional city, has more than 25 percent of the whole population and 45 percent of the whole city-dwelling population in province. Results   This city has an area with 17 square kilometers in terms of specified (limit by comprehensive city plan. In this paper, more than 70 questions of citizens and urban directors were asked in forms of questionnaire randomly to study the citizenship state for reinforcing urban management in Ilam. In these questions, urban management performance, citizens' partnership state and the relationship of these variables with urban management reinforcement has been evaluated. According to these qualities, urban management performance has been measured with mixture of more than 30 questions in all areas. According to extracted statistics, 27,8percent of respondents evaluated urban management performance as well, 24.6 percent average and 47.6 percent considered it to achieve citizen-based city. The participation rate has been evaluated in several questions combined together which of all respondents 54 percent showed high, 21 percent average and 24.3 percent low participation. It implies that the participation rate among people is 54, namely half of people are active in urban affairs. In terms of attitude and intellectual needs, most people agree on participation in urban affairs and consider it a useful act to improve urban affairs but in practical dimension, most resist for different participation, this shows that a kind of balance recognition has been developed among citizens and their recognitive view don't correspond to common practical approaches. Conclusion   The main challenges of citizen-based urban management in Ilam includes:The loss of independent regional identity, the lack of city-dwelling background, tribal life and culture in Ilam (rural culture). The regions of Ilam city in terms of a citizen-based city (participation and) is not of good results and this shows that Ilam city is not directed based on citizenship principles and most citizens and also urban managers are not mentally enough prepared to understand citizen-based city. Although, final comment on this issue is due to future studies and its comparison with previous researches.         Measuring people's satisfaction with urban management is one of the most important factors determining the quality and performance of urban service providers; Based on this, the aim of the current research is to evaluate the quality of the urban management performance of the 2nd region of Tabriz metropolis from the citizens' point of view. The indicators used in this research in the functional areas of the municipality including urban services and environment, urban planning and architecture, crisis management, city management, cultural-social and transportation and traffic were identified and operationally defined using research background and theoretical literature. A statistical population of 383 people among the citizens was completed in the form of a field questionnaire.The research findings were analyzed using Friedman, one-sample t test and regression. The findings of the research show that the residents' satisfaction with the municipality and its services is at a medium to low level; Also, based on the Friedman test, it was determined that the highest level of citizen satisfaction is related to cultural and social indicators, and the lowest level of satisfaction is also in the index of city management and people's participation in city-related decisions. It was also confirmed that there is a significant difference between the level of education and the level of satisfaction and the absence of a relationship between the characteristics of age, gender and marriage and the level of satisfaction with the performance of the municipality.
