        Background: Attracting public participation is one of the key elements in the success of public policies, including environmental policies. Purpose: This research was conducted with the aim of investigating the challenges of citizens' participation in the implementation of the policy, focusing on the protection and exploitation of the forests in the north of the country. Method: in the quantitative section was the opinions of 11 people from the directors of the General Department of Natural Resources and Watershed Management of Mazandaran, Gilan and Golestan provinces. Findings: The final model is formed in 5 levels, the lack of forest governance in the fifth level is the most influential level and political challenges, lack of communication and dissemination of forest knowledge for stakeholders, weak closeness between the government and executive bodies - citizens and lack The motivation in local communities to participate is the most effective level in the designed model. The analysis of intensity of influence and dependence using MICMAC shows that the lack of forest governance and political challenges are independent variables. Conclusion: The participatory approach based on forest governance motivates the cooperation of local people and other stakeholders in applying forest control laws with the government. The present study is an applied objective and is of descriptive-analytical type in terms of its nature and in terms of data collection method is a survey method. The statistical population of this study is the residents of the Pir Madar neighborhood, district 5 of region1 of Ardebil which in 2017 includes5294 people. Also, the sample size of 358 and the Cronbach's alpha coefficient were 0.89.         Introduction and Objective: Tehran, as it is a developing metropolis, is not an exception. With regards to the increase in population, new problems and issues are imposed upon the city and the citizens for which the only solution is social and cultural practices of urban management and using citizens’ capacities for solving these problems. In recent years, having a perception for the necessity of these changes in urban management approaches, Tehran’s municipality has considered socio-cultural issues more seriously. Therefore, the purpose of this study is to identify the current situation of the municipality of Tehran, determine the desired status of the municipality of Tehran as a social institute and finally provide managerial strategies to enhance the status of the municipality to a social institute. Methods:The applied method in this study is a qualitative and a semi-Delphi method and the information gathering was done through both library and archival research and interview.  Documents and research results in this field and interviews with managers and experts in the field of social and cultural studies are used in order to understand the current situation of the municipality of Tehran, draw the best situation of the municipality as a social institute and have a clear understanding about the strategies for the enhancement. Also to prioritize the strategies in terms of importance, a questionnaire of the strategies was prepared through which the managers and experts in this field were asked about their opinion. Results: The findings of this study show that macro strategies including “increase in citizens trust, promotion of citizen participation, improvement in the quality of urban life, decentralization of activities, development of urban integrated management, informing and educating citizens, improvement of human resources and promotion of interactions with institutions, civil societies, universities and research centers, creation and improvement of an electronic city, improvement in financial situation, privatization and outsourcing activities” should be considered. Among the mentioned activities, increase in citizens trust, promotion of citizen participation and decentralization of activities are the most significant. Conclusions: According to the findings of this research, the urban management of Tehran should take the following into consideration in order to convert into a socio-cultural institute;increase in citizens trust, promotion of citizen participation, decentralization of activities, development of urban integrated management, informing and educating citizens.         Introduction& Objective: Nowadays Urban governance has been proposed as the most effective method of urban management. Considering the importance of Urban Management as a basic precondition for good performance of cities and also the participation of people in the city as one of the most constructive features of urban governance to solve the problems of the city. Research Method: The research method is descriptive-inferential, Data were collected through field studies with observation and interview techniques have been used. According to the statistical population, 384 people were randomly selected to complete the questionnaire. T-test and ANOVA test were used to analyze the research hypotheses. Findings: Findings indicate that there is a significant relationship between citizen participation and the pattern of urban governance. this means that if urban managers act according to the model of urban governance, it will provide the necessary grounds for citizen participation and as a result, public welfare will increase.         One of the important factors in the success of public sector organizations is voluntary and citizen-centered participation, which is emphasized in the new public service paradigm. The aim of this study is to introduce the new public service paradigm and emphasize the vital role of modern public service dimensions as the basis of citizen participation in the policy-making cycle of Tehran Municipality and to provide a model consisting of a matrix including modern public service dimensions in the X axis and line cycle stages. The Y-axis policy aims to determine the importance and priority of different types of citizen participation in the intersection of the two axes of the matrix. In this regard, fuzzy modeling based on purposive sampling method was structured by 10 experts based on interviews and its analysis was performed with the approach of neural-fuzzy inference system by Matlab software. The results of our analysis show that participation in the form of one-way communication and dialogue and in-depth discussion in six stages, participation in the form of social counseling in five stages and participation in the type of work partnership in three stages of the policy cycle are effective.         In recent years, the rapid growth of cities has caused many urban problems. These problems have affected all aspects of urbanization and may have disrupted urban life. One of the most significant problems in cities is the presence of worn-out textures, which is the source of many urban problems, , all of which have created instability in cities. Cities are a product of a process that enhances the efficiency and mobility of development agents to meet the needs of human communities. This means that the physical and physical construction of cities has economic roots. Therefore, economic indicators play a decisive role in the modernization of urban decaying textures and increasing public participation.The purpose of the present study is to study the extent of market participation in the rehabilitation and renovation of the worn-out urban fabric of Ahvaz. The library documents and original references related to the subject under study were used to collect the theoretical background and theoretical foundations of the study. A survey questionnaire was used to measure the opinions and opinions of the research experts. After the opinion polls were edited, various opinions were categorized and analyzed. To analyze the research data is a VISUAL PROMETHEE model to determine neighborhood rankings based on market participation.         Public participation in municipal decision-making process is a key element of urban comprehensive development and increasing peoples’ participation in municipal activities can play an important role in urban balance. The aim of this study was to analyze the amount of participation of citizens in Gonbad in the management of municipal affairs and also identifying benefits and barriers and providing strategies to attract citizens’ participation in improving the management of the city. This research in term of nature and purpose is practical and its research method is descriptive-analytic. The statistical population is all household heads in Gonbad that utilizes the Cochran formula using simple random sampling of selected 320 samples . The data were collected by questionnaire and were analyzed using SPSS software. Cronbach's alpha was obtained for different parts of the questionnaire (87.3) which reflects the high capabilities of trust and confidence of research tools. The results of the research showed that a significant relationship at the level of 99% between the independent variables that involve citizen satisfaction municipal services, which depicts the trust of citizens in relation to city managers. Awareness of the citizens of the town management plan and association of citizens was the dependent variable. The results of analysis of variance showed that between the variables such as gender, age, education, economic and social status - with the amount of citizen participation there is a significant difference.         The importance of sustainable urban policy has made it clear that neighborhoods and local communities have a role in the framework of the concept of sustainable development. Thus, the urban management plan is oriented towards the micro level. In order to evaluate the effectiveness of the neighborhood houses in attracting the participation of citizens, regions such as Sohanak, Andisheh, Sadeqiyeh in the north, Imamat and Haft Chenar in central region, Atabak, Shohadayeh Gomnam, Aghdasiyeh, Khani Abad and Imam Zadeh Hassan in the south are selected as a example and are assessed in six categories of information and advertising, effectiveness, reliability, facilities, experience and expertise and satisfaction. The statistical population is consisted of women aged between 20 to 50 years old and a sample of 500 individuals is selected. The research method is survey and questionnaire. The results show that the participation of citizens in neighborhood houses is at moderate to high level. And there is a significant relationship between the variables facilities, reliability, activities, satisfaction, faculty expertise, information and familiarity and participation of citizens in a significant relationship. The overall results show that the performance of neighborhood houses proper facilities is effective in citizen participation. In other words, the higher the hardware and software facilities (trust, proper notification, appropriate activities, satisfaction and use of expertise), the higher the participation of citizens in the use of facilities and programs and activities of neighborhood houses. Cultural capital; It is a new concept that has attracted the attention of social science thinkers and especially sociologists during the last two decades. This capital may have various functions and consequences. In general, cultural capital is viewed as a collective good; because cultural capital, as a product of social and cultural relations, is beneficial and beneficial to others. In this way, it is not possible to limit the points of cultural capital. Participation in the renovation of worn-out fabric is influenced by various factors, of which cultural capital is one of the most important prerequisites. The current research aimed at investigating the role of cultural capital on citizens' participation in the renovation of the worn-out fabric of Gorgan-Gonbad seeks to answer this question, despite the emphasis on participation in renovation programs; is this participation weak in the desired context? The theoretical framework of the research is mainly based on Putnam's theories; Coleman and Bourdieu. Research method; Survey and data collection tool is a questionnaire. Sampling is done by cluster method and the sample size is 382 people from the residents of it. The findings show that cultural capital has had a positive effect on residents' participation in renovation projects. In fact, in order to meet modern needs and consider the future generations’ share in resources, we should define and design a wise management of cities based on participatory  urbanization  and  conscious participation of  citizens. The presence of citizens in decision making and their closeness to authorities and , experts as well as ful filling their needs and wants respective of life condititions  and  social  and economic features will be attainable through participatory urbanizations is not more than a deceiving , superficial  manifestation and, at best , amounts to information and consultation offerings. However, numerous activities done or being done such as vicinity council elections, attention to NGOs, etc reflect a promising future so as to devise theoretical  foundations for the participation of citizens in cities and identify factors establishing the oarticipation, of citizens. The present study is a survey and applied research. The statistical population of this study is citizens of Shirvan city. The optimum sample size was 267 using Cochran's formula. The validity of the questionnaire was calculated by experts panel and the reliability of the questionnaire was calculated by Cronbach's alpha about 95.8%. In the present study, descriptive statistics test was used to analyze the demographic data of the statistical sample. The research is discussed. The data obtained from this study were divided into two sections: descriptive statistics, frequency distribution, mean and standard deviation.         This research has been conducted to examine the role of environmental advertising (billboards and urban television) on the participation of citizens in the implementation of a blue sky and clean land. The theoretical foundations of this research are based on persuasion ideas, the theory of audience dependence, the Cohen socialization theory, the theory of cultural habits and the theory of highlighting, according to which, and finally, the theory of excellence and persuasion theories were presented collectively as the theory that the goals and The hypotheses and the research model are based on it. This research is a survey with the purpose of applying and using the method of researcher-made questionnaire. The questionnaires were distributed through cluster sampling method and distributed through the Cochran formula between 300 residents of Tehran, aged 18-60 years old, from five districts of north, south, east, west and center of Tehran. Cronbach's alpha test showed that the main indexes of this research have high reliability coefficients. The statistical techniques used are the frequency distribution table, columnar and circular graphs, central statistics and dispersion, correlation between variables, and bivariate regression, f test and t test, which was performed with SPSS software. The dependent variable is the citizenship participation research and the independent variable of that environmental advertisement. Findings show that highlighting, content and diversity of promotional messages affect citizen participation and have the greatest impact on the variable of message diversity. City billboards and televisions change the attitudes and insights of individuals and change their behavior according to the proposed pattern of clean blue sky. Manuscript profile
