        Nowadays through beginning the third millennium we are facing with new concept of laborthat is different its previous meaning in the 20th century that is called teleworking that is in factmoving from standard traditional working condition toward flexible procedures by usinginformation technology and communication as modern solution for obtaining to objectives ofgoals and meeting human resource requirements. We are coping with a new challenge aboutdealing with management and benefit of increasing performance of employees for managers oforganizations.The objective of this research is studying the effect of teleworking on performance ofemployees at Ministry of Cooperative, Labor and Social Labor that with respect to result ofwork is regarded as applied research and with respect to objective is regarded as descriptivecorrelationresearch. The statistical universe of this research is all distance working employeesof Ministry of Cooperative, Labor and Social Welfare that are 630 persons. The tool forcollecting information is questionnaire. The validity of questionnaire was confirmed bysupervisor and advisor and 10 experts and for reliability of questionnaire it was applied fromAlpha Cronbach method that the remained Alpha at elementary stage was obtained as 0.924 andat main stage was 0.926.In order to analyze data it was applied from T-test, Pearson Correlation and Freedman test.Research findings show that teleworking has positive relationship with performancecomponents (organizational commitment, economizing in costs, motivation, improvement, jobsatisfaction and concentration) and due to flexibility it increases performance of employees.Results of research show that model factors are not equal and organizational commitment hashighest rank(4.8) and improvement factor with lowest rank (2.55) as the lowest important factorat distance working.         The present study aimed to investigate telework and the intervening impact of work exhaustion on commitment and turnover intentions. The present research is applied in terms of purpose and descriptive-survey and questionnaire in terms of method of collecting and analyzing information and data, respectively. The statistical population of the study was several large service manufacturing companies that operated remotely in the corona pandemic conditions and included 300 people who were randomly selected, sample 169, and encouraged to respond. To collect data from standard questionnaires of organizational commitment (Allen and Meyer (1990)), telework (Wiesenfeld et al. (1999)), Work exhaustion (Burnout (1995)) and work Turnover (Schaubroeck, Cotton, and Jennings (1989)) was used. The results showed: Telework may oVer managers an avenue to decrease employee work exhaustion, and in so doing not only increase commitment and decrease turnover, but also perhaps gain additional emotional and mental resources to better achieve work objectives. Through absence of a commute and the accumulation of additional time and saved energy resources, teleworkers gain surpluses which can be allocated to work as well as family needs, decreasing overall stress and bolstering output. In this way by being able to achieve more while expending less, teleworking may serve as a managerial tool to invoke greater effciency while building stockpiles of employee contentment and good will. Perhaps, we heard about the creation and expansion of teleworking on various issues.Unfortunately, until now, this important issue has not been achieved in our country. Failure in this area has many questionsthat finding their answers persuaded the writer to identify the factors affecting the implementation of teleworking. Thepurpose of this study is to identify factors affecting teleworking in executive agencies. In this research, a number ofindicators obtained through interviews with experts and elites of statistics' population and reliable source and articles. Somequestions was introduced for each of the indicators and for answers, the likert' quintuple range was determined. To analyzeresponses by using the factor analysis, by SPSS software, underlying factors were identified. Rotated factor matrix locatedten categories as the basis. On the basis of this study, the factors affecting the performance of Telework in the Taxation Affairs Organization and General Directorate of Economics and Finance in Tehran were discussed. They completed 127 questionnaires. The collected data was analyzed by SPSS software. The results of hypotheses testing showed that Dimensions structural, behavioral and contextual organization a significant positive effect on improving the performance of telework in the Taxation Affairs Organization and General Directorate of Economics and Finance in Tehran.         An inevitable consequence of the information era is the rise in the number of various virtual organizations such as telecommuting which can be productive if a number of conditions are met. The current exploratory applied survey aimed to identify and rank order challenges in human resources which are among prerequisite conditions determining the extent of productivity and efficiency of telecommuting. The research data were collected employing a researcher-made questionnaire that was developed based on an extensive literature review to tap human resource challenges. The questionnaire was administered to the cluster sample comprising 144 managers and experts who had been selected randomly from a population of 230 at the challenge identification stage. In the ranking stage, a purposeful sample of 10 experts was selected to rank order the challenges. The data were further analyzed through Exploratory Factor Analysis, Principal Components Analysis and Analytic Hierarchy Process. The findings indicated that challenges relevant to occupation-related factors, personality traits, career quality, individualistic attitudes, professional qualifications and personal characteristics were respectively considered as the most important human resources challenges of telecommuters.         Recognizing and managing the factors affecting employees’ productivity are important issues. However, the importance of these factors has not been much studied by management researchers. On the other hand, today, teleworking as one of the factors affecting the global economy is a topic that has been considered by scholars and its importance during the spread of COVID-19 has become much debatable. Therefore, the main purpose of this study is to identify the factors affecting teleworking during COVID-19 pandemic. The present study consists of two parts: qualitative and quantitative. In the qualitative section, with a systematic review of the related studies, the dimensions and indicators of the employees’ productivity have been extracted in the form of a model with 7 dimensions and 21 indicators, including: physiological and psychological factors, social factors, organizational factors, technological factors and situational factors related to the work environment. Thus, using the content analysis method, a model with 7 dimensions and 21 indicators was extracted and approved by a panel of academic experts. In the quantitative part, 35 experts of Tadbirgaran Brokerage Company, using an expertly designed questionnaire, determined the weight of the factors and the relationships between them using the fuzzy best-worst method and fuzzy DEMATEL techniques The results revealed that, among the main factors, the phsilogical factors are the most important and the technological factors are the least important factors. Additionally, it was found that, among the sub-indicators, the effect of physical condition and the gender of the employees are the most important and the quality of work is the least important indicators.         The present article examines the impact of human resource activities on the perceived job productivity of teleworkers. Analyzing the data from a survey among 217 Teleworkers in the Ministry of Cooperation, Labour and Social Welfare shows that various activities of human resources in accordance with telework arrangements have significantly improved the job productivity of teleworkers. Results of testing the hypotheses by structural equation modeling indicate that voluntary selection, job involvement, output-based control, electronic monitoring, variable pay and social protection have a positive impact on the job productivity of teleworkers. However, the research data do not confirm the influence of cooperative learning and behavioral training. Based on these findings, the paper emphasizes that managerial contingencies in the field of human resources are critical and in this way policy makers and practitioners should consider them for the successful implementation of telework arrangements Manuscript profile

        Based the results of previous research studies, four types of teleworking were proposed that were assumed to be compatible with the four organizational cultures. Via a rich literature review, the factors involved in the formation of teleworking were added to the conceptual model and their congruence with the Iranian organizations were measured through two stages of pragmatic and scientific talent via the Delphi technique. The telework industry indicators were determined via a questionnaire that was administered to a snowball sample selected from the population of experienced teleworkers, teleworker managers, and the scientific community that is normally associated with teleworking. Comparison of the similarity of each aspect of the factors with types of organizational cultures supported the similarity among them.  The research data were analyzed using SPSS software and the Multidimensional Scaling Technology rendering four types of teleworking based on the distance matrix and determining the coordinates of each of the indicators on the dimensions of the model of competitive values ​​model (control dimension - flexibility and focus on intraocularization outside the organization). The results showed that organizational culture significantly influences the way teleworking works, and that teleworking is a multi-dimensional structure whose precise execution depends on the context. This implies the necessity of telecommunication modalities to be implemented in order to take advantage of the organization from an ecological point of view. Manuscript profile
