        This study is about to comparatively investigate how identity is represented in the campaign films of the 11th and 12th presidential elections in June 2013 and May 2017. This study is based on a question that “in the process of the 11th and 12th presidential elections, how identity is articulated in the campaign films of the hegemon candidate and it has been produced and reproduced with what kind of signifiers, elements and processes?” In order to answer this question this claim is proposed that in the process of the two periods of the presidential elections, the elected discourse has articulated his campaigns on the base of presenting a special formulation of its ideology in the context of which self and other are presented in a special way in the shade of the nodal signifier and reflect their borderlines with other discourses positively or negatively. The theoretical base and the methodological framework of this research are planned on defining three levels. The micro-level is based on linguistic mechanisms like explicit and implicit implication and intertextuality. In the middle level, concepts are gained through linguistic investigations and in order to reach the macro concepts, the approaches of Laclau and Mouffe and Norman Fairclough have been used. According to the findings, the Moderationist discourse in both of its presidential campaigns, being based on negative and other-making approach drew its identity borders and through backgrounding, positively represents itself.         One of the most important things to know the government is to measure its efficiency. Efficiency expresses the degree of success of the government, especially in the executive branch, to achieve its specific goals, and it also expresses the degree of its effectiveness, which comes about through different institutions and with different mechanisms. In this research, Rouhani's government, known as the government of prudence and hope, has been examined considering two important indicators of rule of law and legitimacy. The main question of this research is how the efficiency of the government, based on two indicators of rule of law and legitimacy, was measured in Rouhani's government and how was it? This research, using descriptive-analytical method, has come to the conclusion that in the field of rule of law index, Rouhani's performance was always in the red state and his limited efforts to improve the existing indicators in this field were met with failure. Regarding the legitimacy of the Rouhani government, it was related to the position of the general public. At this point, the majority of Iranian citizens reached the stage of indifference towards the country's political issues, especially participation in the elections, due to the weak management performance of the government and the type of protests faced in 1996-1998.         he purpose of this article is to examine the relationship between identity and rationality in formulating and implementing the foreign policy of Rouhani’s state based on a combination of different theoretical approaches to international relations. The experience of foreign policy of the Islamic Republic of Iran indicates that the main sources and components that shape the identity of elite’s rationality are the basic and decisive elements in defining the national interest and orientation of foreign policy. Foreign policy is pragmatic, modernism with a focus on economic development, statehood and emphasis on the role of the nation-state in foreign policy, de-escalation with the United States. The main question that this article seeks to answer is: What effect have the identity components of the elites and the element of rationality played on the foreign policy of Rouhani's state? The hypothesis of this research, which tries to be proved by analytical and explanatory method, is: The dialectical relationship and the influence of the national identity elements of the elites of the Rouhani's state and the element of rationality have played an important role in defining the national interest and the orientation of Iran’s foreign policy.         One of the methods of foreign policy analysis of the Islamic Republic of Iran is to explain the central strategies on the basis of which many actions and reactions of foreign policy can be understood and examined. The strategy of detente in the foreign policy of the Islamic Republic of Iran from 1989 to 2005 and also from 2013 until now, is one of these strategies with different titles such as "interactive developmentalist" policy and "interaction-oriented moderation" as important. The most foreign policy strategy of the Islamic Republic of Iran in those periods is considered. Therefore, the way of recognizing and theoretically explaining this strategy can help us to understand Iran's foreign policy more than before. In this article, we seek to explain the concern that de-escalation in the foreign policy of the Islamic Republic of Iran can be analyzed on the basis of what theoretical approach? Our findings suggest that the critical hermeneutic approach based on communicative action can be used as a useful theoretical framework for the study of detente in the foreign policy of the Islamic Republic of Iran.         Abstract: With the victory of Hassan Rouhani in Iran’s presidential elections and coming into power the so called moderate movement thinking one can observe a different kind of policies in both domestic and foreign policy fields. In the new policies of Rouhani government, one can notice multilateralism, interaction with international community and breaking isolation caused by the United Nations Security Council resolutions. This approach led to a prolong negotiations with 5+1 countries and the conclusion of Joint Comprehensive Program of Action (JCPA) which seemed to open up Iran’s relations with many countries. Besides it seemed that the above agreement could be a good model for solving other issues related to the differences of Iran and the West. The present article argues that the logic behind the policies of Rouhani government is largely influenced by multilateralism. The components of this line of thinking are derived from a particular world view inspired by religious values existing in Iran domestic context and an anti-hegemonic belief of Iran in international scene. The finding of the study shows that the principle and belief of Rouhani government is a foreign policy based on a kind of “anti-hegemonic multilateralism”. Manuscript profile

        As the Rouhani administration began its nuclear negotiations with the P5+1, disagreements against various issues, in addition to making it difficult to reach an agreement, prolonged the process. Many NGOs and think tanks offered suggestions on nuclear negotiations and resolving these differences. The International Crisis Group was one of these NGOs that was able to mediate and make recommendations to the parties to the negotiation process and, in the event of a failure of the negotiations, make recommendations that would be reviewed and sometimes accepted by governments, especially the Rouhani administration. Nin Process ultimately led to the Joint Action Plan Agreement (JCPOA) between the parties.This descriptive-explanatory study seeks to answer the question whether there has been coordination with the mechanisms of the International Crisis Group in some strategic decisions of rouhani's government in the domestic and foreign spheres. The resources of this study have been collected in a library. The results show that there is a consistency between the mechanisms and proposals presented by the International Crisis Group and some of the policies and decisions made by rouhani's government. Insistence on accepting some of the JCPOA provisions, such as reducing enrichment volumes, accepting agency inspectors' oversight of nuclear facilities, and some post-JCPOA proposals such as the approval of the F.A.T.F. or prisoner exchanges, etc. This has been in line with the group's recommendations to Rouhani's government. Analytical and descriptive economic and social policies during the eight-year presidency of Hassan Rouhani from the point of view of the realization of social justice, what the research has reached in its investigation shows that this government, although in its first period, relied on the western approach Garianeh has had temporary successes, but in the end, due to inaction and relying too much on the West, he followed the same path as the Ahmadinejad government, and under the influence of the neoliberal approaches governing Iran's economy, he not only failed to end social inequalities, but also increased these inequalities.         This research investigates nuclear discourse of president Rouhani and compares it with discourse of the Islamic revolution in Iran affected of discourses of Imam Khomeini and Ayatollah Khamenei leaders of the Islamic revolution and principles of the constitution about foreign policy. The research method is discourse analysis. The researcher explains articulation of foreign policy of the Islamic republic of Iran as a discourse based on maintain of the system of the Islamic republic and principles of god-centeredness, world arrogance confrontation, independent, dignity with wisdom and expedient and fighting domination. The research explains nuclear discourse of president Rouhani as a discourse based on interactivity and detention and principles of national interests, national security, removing sanctions, supports of the leader, win-win strategy and development and growth. According to the research, nuclear discourse of president Rouhani has been a tactic in parallel with purposes of the foreign policy of the Islamic revolution and despite of some severities and weaknesses in matching is not in conflict with the discourse of Islamic revolution.
