        Nowadays, placing Iran on the international corridors route has made the loss of Iranian roads and the emergence of environmental issues and the issue of energy, development of transportation and futures research in it. The purpose of this research is to identify effective factors and provide a fast-moving technology transfer model with a futuristic approach. Data collection has been done through library studies and field studies. After 73 of these indicators were extracted, 54 main indicators were selected by the experts in the field of transportation of rail transport technology. According to these indices, the research questionnaire was designed and distributed. Finally, after completing the questionnaire by 37 experts in the field of technology transfer, the data collected using structural equations and PLS Smart software were analyzed and the research model was fitted and the number of 49 indicators in 3 factors and 8 dimensions for the model Designed accepted. Reducing inconsistency is done by adding, subtracting or replacing cognitions. Accordingly, it is possible to use the capacity of rail transportation by using appropriate strategies to reduce cognitive inconsistency and also change the attitude of consumers, and even this issue can increase the capacity of this industry. There are several reductions that are evaluated in this study according to the attitudes of consumers. Therefore, the purpose of this study is to design a model to change consumer attitudes with emphasis on the theory of cognitive inconsistency.         Due to the competitive condition of the private environment of the organizations, the newly arrived services providing companies have gained a huge growth. The issues of economic recession as well as the bankruptcy of different industries, the railway industry in particular, have forced the organizations to make themselves ready for the critical days trying to remove the economic barriers by their own. So, these organizations must be familiar with the methods and tricks of the change management. This measure must be performed in such a way to make them less vulnerable to the turbulences which happen and to help them for the better quality, higher productivity with less administrative an production costs. In this paper, it is aimed to introduce the outsourcing strategy as a tool for enhancing the organizational productivity and through combining it with the DEA to provide a tool for the railway transportation companies to select their required suppliers. If the process of outsourcing by using the external resources is performed based on the certain studies, it would lead to the reduction of production costs, quality improvement, employee satisfaction, employment growth and finally to the increase of organizational productivity.         In recent years, many efforts have been made to guide investors in the field of rail transportation. Comparing the performance of Toka Steel companies using financial accounting indicators shows that the companies are not ranked higher in all indicators. Financial indicators show an overview of the efficiency of the capital used by these companies.The purpose of this research is to determine the best company in Toka Foulad companies. For this purpose, in a studied period in 1400, index calculations were done using the companies' financial documents. 289 questionnaires were distributed to determine the dominant DNA of the companies. The two indicators of fixed asset turnover and return of investment return rate to assets have the greatest impact on the ranking of companies. The ELECTERI method determined that companies that own locomotives and are engaged in maintenance activities have a higher rating than companies that own wagons. By using organizational DNA behavior and determining dominant DNA (meaningful DNA), the internal performance of top companies was investigated. The final result showed that the efficiency of investment in the discussed companies in the rail transportation system is based on locomotive ownership, repairs and wagon ownership. Manuscript profile
